Summary

An anti-terrorism conference brings Motoko Kusanagi and Daisuke Aramaki to London. Aramaki slips away to see a longtime friend at a wine bank, who quietly asks him to help dismantle a laundering operation tying the bank to a Mafia group and a third party no one has named. Before the chief can excuse himself, a pair of robbers force their way in and turn the visit into a standoff.

The local police chief, secretly working with the Mafia, decides the cleanest way to sever any link to the scheme is to have Aramaki and the bank's staff die during a staged rescue assault. Kusanagi refuses to leave that to chance. She works out her own approach while the trapped chief persuades the two thieves, who prove to be rank amateurs, to play along and tuck themselves into a concealed compartment. The Major then slips inside, pulls Aramaki clear, and carries out the proof needed to expose the Mafia's hand.
