The Cabinet Intelligence Service, known by the initials CIS, is an intelligence department that features in Ghost in the Shell: S.A.C. 2nd GIG. A recently created body answering to the Chief Cabinet Secretary, it is modeled on Naichō, the real-world Cabinet Intelligence and Research Office of the Japanese government.
Role
The agency's central mandate is the collection and analysis of foreign intelligence, though it will also, on occasion, move to shape the mood of the public. It came into being in the wake of the last war, formed when a set of prewar intelligence agencies was folded together with the former Bureau of Defense Policy.
