Red Bianco is a body of volunteers formed to prop up the interim government in Mexico. It stood against two major powers at once, repelling the United Nations as well as the American Empire, the latter disguising its bid for control as yet another campaign against drugs.

To sustain the fight, the group brought in a number of hired combat outfits. Saito counted among the fighters attached to it during this period, and it was on this battlefield that he first encountered Major Kusanagi. The two met as adversaries, with Saito positioned on the losing side of the confrontation.
