Viltrumite Council

The Viltrumite Council forms the central governing body of the Viltrum Empire. Its members once advised Emperor Argall and, after his death, turned to counsel the sitting Grand Regent, Thragg. Seated on Viltrum since the founding monarch's reign, the council has directed the Empire's movements for as long as records reach, even though the details of how it first came together are lost.

The council debates matters of strategy, population recovery, and the enforcement of imperial law, reaching its choices through shared discussion. Final authority, however, rests with the Grand Regent, who holds ultimate control over major directives. Among its duties are assigning missions, setting enforcement measures, and pairing Viltrumites with genetically compatible mates to rebuild their thinning numbers, with every ruling then carried out under the Empire's high command.

When Thaedus assassinated Argall, the resulting vacuum let Thragg, already a senior Regent, seize control as Grand Regent. Branding the betrayal proof of a sickness within their society, he launched the Great Purge that killed half of all Viltrumites, and the council backed his consolidation of power. It then endorsed the galaxy-wide expansion that thrived for ages until the Scourge Virus nearly wiped out the species and left only three councilors. The survivors adopted a fresh tactic of infiltrating and weakening worlds from within, entrusting agents such as Nolan with the work.

After Nolan abandoned his conquest of Earth, the council voted for his arrest and dispatched a team of Lucan, Vidor, and Thula under General Kregg to Thraxa, where he was beaten and taken. Through most of the later war the council stayed out of sight, presumably sanctioning Thragg's campaign against the Coalition, and its whereabouts during Viltrum's destruction remain unknown.

Grand Regent Thragg leads the council, which formerly served Emperor Argall as its founder. Its ranks have included General Kregg and the traitor Thaedus, alongside various other councilors, one of whom Thragg beheaded during Argall's funeral for suspected disloyalty. Set against it stand the Coalition of Planets and figures such as Allen the Alien, Space Racer, and Battle Beast.
