Driving home from work, Togusa is pulled into a violent quarrel when a woman, Yukari Shizuno, stumbles in front of his car and cries for help against her boyfriend. Trying to shield her, Togusa fires into the man's prosthetic limbs to stop him, yet he cannot keep the young woman from being killed. Because the shooting happened while he was off duty, a preliminary hearing is called to sort out the facts.
The defendant's parents retain a prominent lawyer, who immediately works to discredit Togusa, faulting his choice of firearm and then arguing that he fired out of a buried loathing for cyborgs, while blaming faulty prosthetic parts. As this plays out, Aramaki, Batou, and Kusanagi dig into suspicious connections beneath the case, and Kusanagi weighs the political motives of Kusunoki, a rising prosecutor propped up by Kazundo Gouda.
Kusanagi covertly hacks Togusa through a Ghost infiltration key, feeding him sensitive intelligence, while Batou uncovers illegal modifications in the defendant Izumi's body that Aramaki turns into leverage. Soon after, word spreads that Ueda and Izumi were gravely hurt in a suspicious car crash, and Boma is glimpsed getting rid of his vehicle. Togusa pays his respects to the victim before going home.
