Moyuru Tochi carries this Emitter Quirk, a power original to Vigilantes. It appears from the very start of that series, in its first chapter and its first episode. Before the name settled, the Quirk went by Flame.

Mechanics

Fire is the whole of it. A small blaze sits atop the user's head as a permanent fixture, and Moyuru can breathe out fierce flares from his mouth, which is where the offense comes from at close quarters.

Trigger changes the picture. Under the drug his flames climb across his upper body rather than staying confined to his head, and the fire he produces grows considerably stronger.
