Akira Otoishi is an antagonist of Diamond is Unbreakable and an aspiring rock guitarist whose electric Stand, Red Hot Chili Pepper, feeds on current. After murdering Keicho Nijimura and seizing the Bow and Arrow, he wages a hidden war on the Joestar group to keep Morioh as his private hunting ground.

Appearance

Nineteen and standing a touch above average height, Otoishi wears his purple hair long and wavy. A lightning-bolt mark runs down the left of his face, crossing from brow to jaw over his eye, either scar or tattoo given its color.

His dark jacket splits the letters AC and DC across its two sleeves, layered over a vest with tight trousers and boots, and he is rarely without an electric guitar modeled on a Fender.

Otoishi is thoroughly self-serving, happy to rob and terrorize a whole town and to kill anyone in his path without a flicker of hesitation. His real devotion is to music and the fame he craves as a rock star, an ambition he keeps chasing even after prison. Josuke reads him accurately as a clever coward who hides until he is sure he can win.

Though cautious, he slips when overconfident, once letting drop on the phone to Jotaro that he was a student. He underestimates Josuke twice, yet he does learn from his blunders, and his Stand's design rewards both his nerve and his cunning. By the time of Thus Spoke Kishibe Rohan he appears to have genuinely reformed.

Otoishi was among the many people Keicho Nijimura shot with the Bow and Arrow while searching for a Stand user who could kill his mutated father; he survived and manifested Red Hot Chili Pepper, a small humanoid Stand that rides electrical current and drinks in power to grow physically formidable, strong enough to trade blows with Crazy Diamond though it burns through energy fast. Pursuing his own ambitions, he killed Keicho and wrenched the Bow and Arrow away, then spent his time tormenting locals, Josuke among them, while sharpening his guitar craft.

He phoned Jotaro to warn him off Morioh, boasting of the theft, which only marked him as a threat. He sent his Stand through Josuke's television to test his strength, and a clash with Okuyasu Nijimura exposed the Stand's time limit when starved of electricity, though a severed power line let it recover and nearly finish Okuyasu before Josuke intervened. Facing Josuke and Koichi in person, Otoishi overcharged Chili Pepper with all of Morioh's electricity for a massive surge in speed and power, but Josuke trapped the Stand in a tire; when it punctured a hole, the escaping air blasted it into the sea and dismantled it, leaving Otoishi near death.

He tried to sneak aboard Joseph's boat disguised as a Speedwagon Foundation agent, only for Okuyasu to knock him out. Sentenced to three years with no parole, he was warned by Jotaro that any escape attempt would be his end. He later admitted to Jotaro that he had given a Stand to the rat Bug-Eaten, hiding that he had actually shot two. Released and evidently rehabilitated, he resurfaces in Thus Spoke Kishibe Rohan begging Rohan for an autograph.
