Missing eyebrows and sharply pronounced features give Angelo a striking, harsh face. He stands tall on a muscular frame and keeps his hair cropped into short spikes. Apart from the prison clothes glimpsed in flashbacks, he turns up almost entirely in a milkman's getup, a long-sleeved top paired with overalls.

Angelo is a remorseless predator who savors inflicting pain and watching others suffer. He accepts every terrible thing said about him yet feels no urge to reform, and he shifts blame effortlessly, faulting Josuke for the death of Ryohei Higashikata that he himself caused. His depravity runs to sexual violence, having assaulted three young boys and schemed to attack Tomoko Higashikata, conduct Jotaro judges as filthier than dog waste.

Old grudges drive him, one against Ryohei for jailing him years earlier and another against Josuke for wrecking a robbery. Once Aqua Necklace is his, arrogance takes over, since he can kill from a distance behind an untouchable Stand and mock any attempt to stop it. That cockiness is also his flaw: he lowers his guard when the Stand is bottled up, and taunting Josuke's hairstyle proves fatal. Beneath the impulse sits a genuinely sharp mind, an IQ of 160 and the patience to wait for rain before striking Jotaro and Josuke. Cornered, though, he turns hypocritical and gutless, protesting that Josuke has no right to judge crimes identical to his own.

His power is Aqua Necklace, a liquid Stand that slips inside a victim to seize control or kill, changes shape at will, and lingers even as vapor. Angelo's crimes began early: jailed at twelve for robbery and rape, he spent two decades locked up and grew into one of the country's most infamous convicts, guilty of the 1994 rape and murder of three boys. Ryohei Higashikata arrested him, and while imprisoned he received the Stand from Keicho Nijimura's Bow and Arrow. A hanging failed to kill him, and two weeks after the botched execution he walked free, launching a spree in which he made people swallow his watery Stand before rupturing their heads from the inside or hijacking their bodies for crimes.

Joseph's Hermit Purple flagged him as a threat to Josuke, whose interference in one of his robberies had already earned his hatred. Angelo tricked and murdered Ryohei, intending to do the same to Josuke and then assault Tomoko, and he bided his time until rain gave his Stand the advantage inside Josuke's home. Crazy Diamond eventually pounded him into a rock, after which Josuke fused the criminal and the stone together. When Angelo tried to hold a child hostage and mocked Josuke's hair, Josuke pushed the fusion further, leaving him a grotesque statue that became a Morioh landmark. Josuke took to waving at the rock in passing, a habit Koichi Hirose later picked up too.
