Loccobarocco runs Green Dolphin Street Prison in Stone Ocean, an odd little warden who does most of his talking through Charlotte, an alligator hand puppet that snaps at anyone who dares interrupt his lectures.
Squat and rounded, Loccobarocco cuts a bizarre figure whose overall outline resembles a bottle, thanks to the tapered point atop his head and the big circular ridges bulging around his eyes. He is bald apart from one curious ring of hair sitting above his brow.
He prefers to address inmates indirectly, letting the puppet Charlotte deliver his scoldings for him. Cut him off mid-speech and the alligator will bark furiously at whoever broke his flow.

Naruto vs Luffy with the twist nobody asked for: Luffy tickled Hinata on date night, and she kind of liked it. We break down the whole fight and commit to a winner....

There are no women on Namek. That isn't an oversight, it's the biology. Why we handed Piccolo the one thing his own species rules out, and why it had to be trap soul....
He first appears speaking with Jolyne Cujoh's lawyer, commending the man's devotion before passing along a letter she wrote, one that lays bare her thirst for revenge. Once Jolyne changes into prison garb, he lines her up with the other new arrivals and walks the group through the facility's rules.
Later, after Foo Fighters kills two convicts laboring in the fields, the guards are stretched too thin to hunt for the missing men, so he assembles the prisoners and calls for volunteers. He settles on Jolyne and four other women and sends them off to search.
