Blunt and eccentric, Rai has little patience for social niceties and approaches every problem with sharp, calculating logic. A single phone conversation with Norisuke about Josuke's predicament is enough for him to weigh the stakes for everyone involved and settle on his best move. He habitually narrates aloud anything that catches his interest, a quirk that helps him tease apart the nature of the attacks aimed at him, and he is fond of running probabilities on who is likely to be safe.

He is also ruthlessly pragmatic, willing to give up a lesser piece to save the whole. His own orchard deliberately abandons a patch to pests and rot so the rest may thrive; he will lop off his own hand without hesitation to survive; and he treats Yasuho's safety as expendable next to his own. That same detachment keeps him unnervingly calm. Introduced already under assault from an unseen power, he stays composed, even pausing to cook a snack for himself, Josuke, and Yasuho once the immediate danger passes, and he coolly severs his ruined hand to protect the rest of his body.

His isolation is extreme. Norisuke is his sole real friend, and he arranges his life to stay apart from people, spending summers inside a ski-lift support pillar fitted with a concealed kitchen and an entire mountainside for an orchard, and wintering in a villa. He commandeers a bus without a thought and ranks his own survival above his companions', yet shows flickers of respect when Yasuho takes initiative to cover their trail. When Josuke instinctively shields her mid-battle, Rai berates him and then flings her toward the enemy Stand simply to observe what happens.

Rai grew up in a family of fruit farmers renowned for high-grade pears, until rivals stole their cultivation methods and made off with an entire harvest, ruining the trees and forcing his parents to give up their orchards. Bitter toward them, he moved out to live alone on a ski slope. By 1994, when he was fourteen, he returned home to find the family orchard riddled with a Rock insect; his father hurried out to deal with it and died in a landslide that a typhoon triggered, an event later exposed as the doing of Wonder of U, who even attended the funeral. Norisuke Higashikata IV was there too, offering the boy his support. Three years on, impressed by the fruit the young Rai was now growing, Norisuke quietly named him his personal grower and appraiser, a role hidden so completely that not even his son Jobin ever learned of it.

His profession makes him a formidable horticulturist, able to identify a plant from a single photograph and to tend rarities like the Locacaca. His Stand, Doggy Style, lets him reshape his body into lengths of bandage-like wire and extend grasping strands to seize objects at a distance, though he admits it suits capture and escape more than open combat, leaning on Josuke when a real brawl breaks out. He is also aware of the Spin, which he demonstrates by spinning a thread drawn from his own skin.

His story in the present begins when Norisuke shows Josuke his photograph and sends the boy to find him. Fleeing an unseen underground attacker, Rai hijacks the very bus carrying Josuke and Yasuho and decides that teaming with Josuke offers his best odds. The trio are set upon by the Rock Human Urban Guerrilla and his animal Doremifasolati Do; Rai loses fingers, shoves Yasuho off the ski lift to study the enemy, and finally punctures a fuel tank that Josuke uses to blow the pair apart. Later, sneaking into the Higashikata estate to plant moth larvae in a Locacaca branch, he faces Poor Tom, whose link to Ozon Baby crushes and seemingly bursts his body; he survives only by rapidly unraveling himself with Doggy Style.

The hunt eventually narrows to Satoru Akefu, the hospital's head doctor, whose Stand Wonder of U turns the world itself into a weapon against pursuers. After a chase marked by strange accidents, arrests, and a jailbreak, Rai reunites with Josuke and confronts the doctor directly. He destroys the Rock insect Dododo De Dadada and learns that Wonder of U wiped out his family and orchard. Charging in against Josuke's wishes, his strike misses and the calamity steers him straight into a trap of Soft & Wet's bubbles, which carve fatal chunks from his shoulder, arm, and head. Dying, he grasps that the bubbles are charged with the Spin's power and passes that final insight to Josuke before he is gone.
