A DISC is a disc-shaped object created and controlled by Whitesnake, the Stand of Enrico Pucci, throughout Stone Ocean. Each one holds either a person's Stand or their memories, pulled out of the body in solid form for Pucci to store, read, or plant inside someone else.
The objects resemble compact discs, each stamped with the word DISC in block capitals. A Stand can be seen coiled within a Stand disc and memories flicker across a Memory disc, though reading one fully requires slotting it into a head. Despite the look, they feel springy and rubbery rather than like plastic, which leaves them impervious to physical harm. They endure long after Whitesnake itself is gone and cannot be destroyed, save when one is placed inside a dying person and slowly crumbles. Unlike Stands, even an ordinary onlooker can see them.
Two principal kinds exist. A Stand disc carries its owner's Stand, and stripping it away drops that person into a near-dead collapse; slotted into a compatible host it grants the Stand, even letting someone like Emporio slip past the rule that limits a person to one Stand. An ill-suited host can be rejected, as Star Platinum's disc was by Jolyne, so Pucci tends to match a disc to a temperament that fits its power, handing the suicidal Thunder McQueen the deadly Highway to Hell. A Memory disc instead holds recollections, whether a whole life or single moments.
Beyond those, the discs serve chiefly to bank abilities and knowledge for later, consulted by inserting them into someone's head. Pucci can also craft odder discs loaded with commands or impossible scenarios to bend people to his orders, and he can even draw out a single sense, such as sight, and keep it on a disc.
Enrico Pucci is the sole manipulator of the discs, working them through Whitesnake. Several prove pivotal: Jotaro's Memory disc holds the contents of DIO's Diary, Weather Report's Stand disc later lets Emporio turn the tables on Pucci, and Foo Fighters begins as a discarded Stand disc that a plankton colony absorbs before becoming Jolyne's ally.

Naruto vs Luffy with the twist nobody asked for: Luffy tickled Hinata on date night, and she kind of liked it. We break down the whole fight and commit to a winner....

There are no women on Namek. That isn't an oversight, it's the biology. Why we handed Piccolo the one thing his own species rules out, and why it had to be trap soul....

Yes. Unlike Stands themselves, which only Stand users can normally perceive, even an ordinary onlooker can see the DISCs.
