Hekiji Tengai throws up a dome of pure will and dares anyone to get through it. Fat Gum compares hitting the thing to hitting a steel wall. It cannot attack, it cannot leave him behind, and it still turned one man into the hardest door the Heroes had to open.
Rendered Baria in Japanese, this close-range Emitter Quirk belongs to Hekiji Tengai. Chapter 142 introduces it and Episode 72 carries it into the anime.
The output is a dome-shaped telekinetic shell that forms around its owner.
Toughness is the headline. Taishiro Toyomitsu likens a punch against it to striking steel. Speed backs that up: Hekiji can raise a shell fast enough to beat out Kendo Rappa mid-swing with Strongarm.
He chooses the radius as well. At one point the dome covers Rappa alongside himself, and at another it wraps him alone, so the size answers to him. Whether a wider shell trades away durability has never been established.
Three limits define it. Defense is all it does, with no offensive application whatsoever. Hekiji always occupies the center, so nothing beyond his own range can be shielded. And the shells do break under enough force, while a Hekiji who has been worn down or hurt badly enough loses the ability to raise fresh ones at all.
Hekiji Tengai is the only known holder. His role in combat follows directly from the Quirk's shape: he stands at the middle of a protected space and denies entry while allies such as Kendo Rappa operate inside it, which forced the Heroes to break him personally before anything else could proceed.

Naruto vs Luffy with the twist nobody asked for: Luffy tickled Hinata on date night, and she kind of liked it. We break down the whole fight and commit to a winner....

There are no women on Namek. That isn't an oversight, it's the biology. Why we handed Piccolo the one thing his own species rules out, and why it had to be trap soul....
Yes, Barrier is a Quirk in My Hero Academia held by the villain Hekiji Tengai, who can raise a dome shaped telekinetic shell around himself.
Hekiji Tengai is the only known user of Barrier, first appearing in Chapter 142 of the manga and Episode 72 of the anime.
Hekiji Tengai's Barrier is strong enough that Pro Hero Taishiro Toyomitsu compared hitting it to striking steel, and it can form fast enough to block a mid swing attack from Kendo Rappa's Strongarm.
Barrier is purely defensive with no offensive application, Hekiji Tengai must always stand at the center of the shield so it cannot protect anything beyond his own range, and the shells break under enough force or when he becomes too worn down to raise new ones.
Yes, Hekiji Tengai can adjust the radius of his Barrier, at times covering an ally like Kendo Rappa alongside himself and at other times shrinking it to cover only himself.
