Control Glass belongs to Starservant, and it puts every pane in the neighborhood at his command. He reshapes glass at will, melts it to liquid and sets it solid again, and rides orbs of it through the air. Scaled up, the Quirk hurls a skyscraper's worth of glass as a single sphere.
An Emitter Quirk with long-range reach, Control Glass is used by the villain Starservant. Any glass within his vicinity falls under his command, in bulk. The Quirk appears in Chapter 243 and in Episode 102.
Two capabilities stack. The first is manipulation: he moves and reshapes large volumes of glass around him. The second is a change of state, shifting the material's structure and consistency from solid to liquid and back again.
In practice he drains the glass out of nearby windows and building faces, gathers it into orbs, and levitates on them, which lets him hover and travel at high speed. Larger orbs become projectiles he flings at opponents. His Ultimate Move, Enlightened Fallen King, is the extreme version: he liquefies the glazing of every surrounding building and skyscraper, draws the substance in, accumulates it into one sphere of enormous proportions, and throws it at a target.
