IQ hands Saiko Intelli a temporary genius far beyond her baseline, but only on her terms: she has to drink tea and shut her eyes first. What she gets in return is the ability to model a fight in her head before it happens.
Saiko Intelli holds this anime original Emitter Quirk, which debuts in Episode 55. Classified as internal in range, it works on nobody but her, multiplying her own intelligence rather than reaching outward.
The ritual matters as much as the power. Tea goes down, her eyes close, and only then does the boost arrive.
Once active, her intellect scales up sharply and she becomes a super genius for a stretch of time. Combined with what she already knows, that surge lets her build intricate plans and read her opponents several moves ahead. While she thinks, glowing yellow equations swirl through the air around her, threaded with orange diagrams of electronic circuitry. Different varieties of tea are said to produce different results, though the series never puts that on screen.
The catches are real. No plan she assembles comes out perfect, and without tea the Quirk simply will not switch on. It contributes nothing to fighting or defending herself either, a gap that decided her Provisional Hero License Exam: Momo Yaoyorozu and Tsuyu Asui pinned her down and overwhelmed her, and she lost.
Her calculations did track down and box in Momo, Tsuyu, Mezo Shoji, and Kyoka Jiro during that exam. The variable she could not solve for was Creation. Momo's Quirk is flexible enough that it poisoned the math, leaving Saiko unable to forecast the counterattack that beat her.

Naruto vs Luffy with the twist nobody asked for: Luffy tickled Hinata on date night, and she kind of liked it. We break down the whole fight and commit to a winner....

There are no women on Namek. That isn't an oversight, it's the biology. Why we handed Piccolo the one thing his own species rules out, and why it had to be trap soul....
My Hero Academia does not literally rank characters by IQ, but Saiko Intelli is the character built around the concept, since her Quirk, IQ, temporarily multiplies her intelligence into genius level once she drinks tea and closes her eyes to focus.
The IQ Quirk sharply boosts Saiko Intelli's intelligence for a limited time, turning her into a super genius who can build intricate plans and read opponents several moves ahead.
Saiko Intelli has to drink tea and close her eyes to think before her IQ Quirk switches on; without that ritual the power simply will not activate.
The IQ Quirk cannot help Saiko Intelli fight or defend herself, no plan it produces comes out perfect, and it failed her during the Provisional Hero License Exam when Momo Yaoyorozu and Tsuyu Asui overwhelmed her.
The closest parallel to the IQ Quirk is High Specs, belonging to Nezu, which likewise raises its holder's intelligence.
