Weather Manipulation

Nine held this long-range Emitter Quirk, which reached the manga through Deku & Bakugo Rising, Part 1 and the screen through the film My Hero Academia: Heroes: Rising. Every category of weather fell under his authority, with no apparent restriction on which phenomenon he called for.

Its scale defined his life before it defined any battle. Being born with something this overwhelming got him pushed out of society rather than celebrated, and that exclusion hardened into his Social Darwinist conviction that strength alone should decide who rules. He took considerable pride in what the Quirk could do.

Nine could raise storm systems broad enough to blanket an entire island, drop lightning on whatever he chose, and spin up towering tornadoes. Command of the wind came bundled in, which also carried him through the air. The weather he summoned was destructive enough to leave an island badly wrecked.

The price was steep. Wielding it heaped punishment on his own body, driving his cellular degeneration further along and inflicting pain severe enough to knock him unconscious. The damage bordered on lethal, forcing him to ration his own signature power, and taking on All For One made the deterioration worse, since running several Quirks back to back pushed him past his ceiling faster. On one occasion a storm he raised collapsed him outright, and he admitted to his allies that the Quirk had slipped his control, suggesting the power could overwhelm whoever held it. Its lightning had a tactical counter as well: electricity Quirks such as Electrification could serve as lightning rods and pull the bolts off course.

Hoping to escape the drawback entirely, Nine hunted for a Cell Activation Quirk to repair the damage and let him use the weather at full strength without consequence.

Nine was the only wielder. His standard approach was to strike with lightning and put opponents down before they could close on him. Pushed into a rage, he opened the Quirk all the way, raising a colossal tornado and scattering lightning across Nabu Island.
