Chikara Yotsubashi

Some kind of dark blotch ringed his eyes, apparently serving as a mask of a sort. In life he kept his light brown hair long and tied back in a plain ponytail. His dress was military in cut, a dark green jacket whose right sleeve carried a patch outlined in red, its emblem something like a rat, worn over a grey shirt with a red ascot at the throat.

The core of his conviction was that using one's Meta Ability freely is a basic human right. He held that the state had bent his mother's plea, her acceptance of the word Quirk, into an instrument of oppression. So he built the Meta Liberation Army and campaigned to abolish every restriction on Quirks, The goal was a society running on personal responsibility, where nobody had to hide what they were and everyone could put their powers to whatever use they chose.

The pull of that argument has not faded. Enormous numbers of people have taken up his case for liberating Quirks from society. Others, Miyashita among them, read him as a terrorist who dressed up chaos as preaching and got innocent people hurt for it.

His mother is unnamed, and he arrived in a period that still held meta powers against anyone who had them, which left his peers treating him with disdain for his. His mother, watching society reject her child, asked publicly for something better, framing her appeal around the quirk her boy had been born with and pleading for a world he could live in freely. That appeal is credited with putting the word Quirk into everyday use, and it left her remembered as The Mother of Quirks, a piece of history most people seem to know. She was later murdered by opponents of meta powers who did not want things to change and who resented her defense of her son, and her death became the ground his life was built on.

As Meta Abilities spread, the government moved to regulate them, and it reached for her words to do it, taking the term Quirk and arguing that a power was merely an extension of who someone was, a quirk of personality. The implication was ugly, since a Quirk that struck people as undesirable or stereotypical said the same about its owner, a burden that has fallen on villains and heroes alike. Chikara rejected the whole apparatus, stood up the Meta Liberation Army, and took Destro as his name on a vow to tear down the established order. His organization fought the country's advancing superhuman laws for years and refused the word Quirk entirely, holding to Meta Ability so as not to trample his mother's meaning. In the end he was beaten, the army was disbanded, and most of its members were captured. Prison gave him time to write a biographical account of his ideals. He finished it and killed himself, leaving behind a son the world knew nothing about, from whose line Rikiya Yotsubashi would eventually come.

The book has never gone out of print, and All Might's retirement gave it fresh currency with a new generation of villains drawn to Quirk liberation. Gentle Criminal named him next to Oji Harima and All For One among the villain figures who left permanent marks on society. His descendant, meanwhile, was raised in secret by surviving acolytes who concealed his origins and groomed him from childhood to carry the Destro mantle. Rikiya rebuilt the Meta Liberation Army into thousands and took the codename Re-Destro in tribute to his ancestor.

What he could actually do is largely unrecorded, though he has been measured against All For One himself. Commanding an army that opposed several nations for years speaks to his leadership. His Quirk was never named or described, and it may have resembled Rikiya's, which converts frustration into raw power.
