Moonfish is a death row inmate who mutters to himself about flesh and grows his teeth into stretching webs of blades. Bound head to foot in a straitjacket, he mauled U.A. students in a burning forest, tore out of Tartarus killing everything in his path, and has been arrested twice.
Moonfish stands tall enough to look down on most of his allies. Fair skin, black eyes, a shaved head and a sizeable cut on the left ear are about all anyone gets to see, because the suit swallows the rest of him.
That suit is a black straitjacket leaving nothing but the mouth uncovered. Black restraints spiked in red hold it shut and run into metal clamps that cap his head and hold his lips apart, which is why he drools so much. More straps cut across the torso, the waist, and the tops of his boots.
The Final War brings a new outfit. His head is hooded much as before, but a collar of long spikes, smaller ones ringing its top, sits over his eyes. A spiked black harness replaces any shirt, worn with spiked black trousers. His mouth is loose now and the lower half of his face shows, though the arms appear bound still, and a spiked ball hangs from a chain attached to him.
Insane and sparing with words, Moonfish keeps up a running monologue with himself and is transfixed by the idea of eating flesh. Repeating key facts aloud is how he stays on task. Flesh of any kind derails him, whether it is attached to a living person or lying severed, and after taking Mezo Shoji's arm off he stopped to study and admire it.
The obsession runs nearly everything he does. Joining the League of Villains was almost certainly about access to flesh rather than any loyalty to the creed Stain left behind. In the Vanguard Action Squad Invasion he told Katsuki Bakugo and Shoto Todoroki to keep clear of his work, since their flesh would only pull his focus, then spent the fight demanding they show it to him. He turned on Dark Shadow in fury for interrupting and robbing him of his prize. Locked up in Tartarus, he could be found clawing at his cell walls with his teeth, achieving nothing.
None of this stops him working for other people, and he attaches himself to whoever is useful, first the League and later All For One's crowd of Tartarus escapees. Hunger makes no distinction between allies and enemies, though. Loose from his cell during the breakout, he killed everyone in his way, guards and fellow inmates alike.
Blade-Tooth lets Moonfish extend, sharpen and steer his teeth, weaving them into webs of blades. He ranks among the Vanguard Action Squad's strongest members and stays lethal despite the straitjacket, largely because his command of the Quirk is total. The blades double as extra limbs and carry him around; in a fight he floods opponents with torrents of teeth to break their guard down. They move fast and reach absurd distances, ideal for skewering people from well outside their range. Bound arms notwithstanding, he dominates several enemies at once and keeps every one of them at a distance. Mr. Compress notes that his crimes earned a death sentence, which he dodged by breaking out, and that reputation, together with his skill and his derangement, is where the epithet The Death Row Inmate comes from.
The Vanguard Action Squad Invasion opened with an ambush on Mezo Shoji and Fumikage Tokoyami, and it cost Mezo an arm and drove both of them into retreat. Shoto and Katsuki arrived next, and he repelled Katsuki's charge and punched through Shoto's ice in the same motion. He dodged every structure Shoto raised, smothered the explosions Katsuki threw, and backed the pair into a corner, since neither could hold him off and neither could use fire freely inside an already burning forest. The rout ended when Fumikage came back, Dark Shadow at full strength. Moonfish threw himself at the berserk entity and got nowhere: it seized him and demolished him in one blow.
Arrested after that, he went to Tartarus to await execution until All For One freed him. He was beaten and taken into custody a second time on Okuto Island.

Naruto vs Luffy with the twist nobody asked for: Luffy tickled Hinata on date night, and she kind of liked it. We break down the whole fight and commit to a winner....

There are no women on Namek. That isn't an oversight, it's the biology. Why we handed Piccolo the one thing his own species rules out, and why it had to be trap soul....
Moonfish was defeated when Fumikage Tokoyami's berserk Dark Shadow seized and demolished him during the Vanguard Action Squad Invasion, then arrested and sent to Tartarus, only to be freed by All For One's breakout and arrested again on Okuto Island.
During the ambush that opened the Vanguard Action Squad Invasion, Moonfish tore off Mezo Shoji's arm, then paused to study and admire the severed limb, fixated on flesh as always.
Moonfish's Quirk, Blade-Tooth, lets him extend, sharpen, and steer his teeth, weaving them into webs of blades that also double as extra limbs he can use to move around.
Yes, Moonfish is a villain, first affiliated with the League of Villains and later the Paranormal Liberation Front as part of the Vanguard Action Squad.
Moonfish is known as The Death Row Inmate, an epithet earned from a death sentence he escaped by breaking out of custody, combined with his skill and derangement.
