Appearance

Spiky white hair with two short strands falling over the middle of his forehead sits above gray eyes and unusually long lashes. He runs taller than average and is solidly built for someone with no combat training.

As a boy, two crimson streaks ran through both sides of that hair. Why they are gone now is never explained, though dye is possible and so is the alternative, that they whitened the way Toya's did.

The Final War leaves burns on him after he throws himself into the fight between Dabi and Endeavor. Afterward his hair is cut short and small burn scars remain across his face. Eight years later the scars have effectively healed, he stands taller, his jaw has sharpened, and light stubble covers his chin and the line above his mouth.

Personality

Easy-going by default, he turns serious the moment his family's history comes up, and he cares about them deeply enough that the history is never far away.

The resentment toward his father is total and specific. He holds Enji responsible for cutting him off from Shoto as a child, for writing him and his older siblings off as failures and neglecting them, for Rei ending up hospitalized, and for what happened at Sekoto Peak to Toya, a brother he was close to. Enji's attempts at becoming a better man changed nothing about how hard Natsuo found it to share a room with him without anger taking over, and he only attended Fuyumi's dinners for his sister's sake before storming out anyway. He knows he cannot forgive, and he says as much: he lacks the kindness Shoto and the others manage, and the past sits too heavily on him. Watching Endeavor get mauled by Hood horrified him, and being personally saved from Ending did not move the needle. Learning that Toya had survived and turned into a mass-murdering villain shook him just as badly, and after a family conversation he agreed to stand at his father's side, with an expiry date attached: the moment Dabi was stopped.

Courage is not the thing he lacks. During the Final War he went in beside Rei and Fuyumi to confront Dabi as his inferno built toward self-destruction, using his own ice to contain the blast while shouting at Toya to quit dragging the family through this.

Afterward he keeps his word to Enji and tells him he wants nothing further from him, planning to leave with his girlfriend and build a family of his own. The hatred is gone even though the forgiveness never arrives. He says enough punishment has been dealt out, and he openly respects his father's decision to keep making amends however grim that road is, for the family's sake. He at least gives Enji parting words, which is more than Toya gets, since Natsuo is the only Todoroki who says nothing to his brother at all.

History

Born in high summer, the only Todoroki child who did not arrive in winter, Natsuo grew up outside his father's ambitions and was left largely to himself once Enji decided he was not the son he wanted. Fuyumi pushed him to build something of his own while she held the house together, so he left for college, reading health and welfare there, and met the girlfriend he later plans a family with.

He has no fighting technique and no combat experience, unlike Dabi, Shoto, or Endeavor, but his control over his Quirk is good enough for what he needed it for. Frost, similar to his mother's, lets him coat himself in ice and fire it outward, and he used the coating to push through the inferno toward his mother, his father, and his brother at the heart of it. Together with Rei and Fuyumi he temporarily diverted the explosion, buying Shoto the opening to smother it entirely with Great Glacial Aegir under Phosphor. Shoto admitted afterward that without his mother and siblings he might not have stopped Dabi from imploding.

Eight years on he has left home life behind, engaged and moving away, having said his piece to his father and nothing at all to his brother.
