Steel Bulwark ranks E among villains and was one of roughly seventy criminals Tomura Shigaraki gathered for the strike on the Unforeseen Simulation Joint. He resurfaces years later inside the heteromorph mob at Central Hospital, which makes him a minor antagonist in two arcs.
A second pair of arms grows from his back. The rest of him is heavily built and rocky, coloured greyish blue, with a bare scalp hidden under a black mask that carries yellow lines and extends onto his upper chest. Cargo pants in beige and boots in black complete him.
Brashness defines him. He is the first attacker to close on Eraser Head at melee range, wagering without hesitation that immunity to Erasure leaves him fit to trade blows with an underground hero.
He pours into the U.S.J. behind Tomura Shigaraki, where Eraser Head faces the crowd alone to shield the students. Watching Erasure dispose of three colleagues easily, Steel Bulwark lunges anyway, certain a mutant type cannot be switched off. The hero slips it, punches him off balance, wraps him in the Capturing Weapon and hurls him into the others, knocking him out. Arrests follow once the professionals arrive.
He gets loose much later, when All For One and the other Tartarus escapees hit seven prisons and six of them spilled convicts. Falling in with Spinner and the remains of the Paranormal Liberation Front, he joins a heteromorph riot fifteen thousand strong at Central Hospital, staged to free Kurogiri, and is alarmed mid-riot to see Mezo Shoji going after Spinner. The uprising is crushed and he is detained again, taken either by police as one of the unhurt or by hospital staff for treatment.
Body Morph accounts for the extra arms and supplies considerable strength besides. His villain name exists only in The Strongest Hero.
