What little the story gives of him centers on a grudge. He resents how much attention Class 1-A draws, holding that the whole student body pays for the League of Villains fixating on them, and he talked down both the class and their plan for a live show, turning up mainly in hopes of watching it collapse. The performance itself flipped him, and he owned up to having wished them misfortune while conceding they had been excellent.

He and fellow General Department student Chikuchi Togeike were picking apart Class 1-A's concert idea, blaming the school's predicament on them and on the Hero Course's handling of things, when Katsuki Bakugo caught the conversation and the glares that followed it. The anger it provoked fed directly into Katsuki's determination to make the show undeniable. Tsutsutaka stayed skeptical right up to the day itself, was floored by what he saw, and afterward approached the class with Chikuchi to apologize, bewildering most of them and delighting Katsuki.

The Final War found the pair in U.A.'s underground evacuation bunkers. When All For One's people sabotaged their block and the structure began collapsing, civilians were ordered up to the surface, and the two helped the elderly and the children reach the U.A. robots ahead of the blaze Dabi was building nearby. Shoto Todoroki and Tenya Ida crossed from Kamino to Gunga in time to stop the detonation and scatter the firestorm.

A week after the heroes' victory the stalled reconstruction resumed at speed, with heroes from around the world bringing support and resources, and Nezu helped steer the partial rebuilding of U.A. itself. By June the third years were finally holding their delayed graduation, which the two attended to hand out diplomas, both devastated that Nejire Hado, the student they idolized, was leaving. Present Mic emceed and apologized for the delay before whipping up the crowd, Mawata Fuwa gave the farewell address, and Mirio Togata spoke for the graduates by opening sincerely rather than with a gag, arguing that a hero's fight only drags a bad situation back to square one, that they had not reached square one yet, and that a world without smiles has no future worth racing toward. He launched into the air with his Quirk just as Bibimi Kenranzaki set a giant robot loose on the cheering crowd.
