Holed up in a cave far from the unrest tearing through Japan, All For One waits with Spinner and a Near High-End Nomu for company, content to let exhausted heroes grind themselves down chasing escaped convicts. Spinner suggests they simply leave the country, but the older villain treats that as small thinking. Even taking One For All, he says, is just a waypoint. The real ambition sits further out, and the single largest threat to it is already in the air.

That threat is Cathleen Bate, the American No. 1 known as Star and Stripe, flying in with her personal pilot squadron after other nations stalled over sending aid once the Paranormal Liberation War ended. Reading her as the strongest living woman, and a nightmare for anyone leaning on clever tactics, All For One weighs the prize. Claiming her Quirk would, by his reckoning, decide everything. He then hands Spinner an assignment: rally the heteromorph fighters of the Paranormal Liberation Front, who see their own grievances reflected in him. Skeptic feeds that momentum with posters and audio logs, still chasing Re-Destro's liberation dream regardless of what he privately thinks of the League.

Endeavor, Hawks, and Best Jeanist head for the landing zone, only for Naomasa to call with worse news. "Tomura", his body roughly 98 percent finished and perched on a flying Nomu, has intercepted the squadron about fifty kilometers out. Asked whether he is All For One, the villain admits he is no longer sure what he is. Ethan Drive orders autopilot cut and anti-pulse shields raised, then defers to Star, who calls formation Delta and promises to carry home whatever remains of anyone who falls.

The villain opens with a blast fusing Radio Waves, Air Cannon, and Heavy Payload. The jets slip it. He wants distance, knowing her power, like his Decay, depends on contact. Star answers by announcing that a hundred meters of air in front of her no longer exists, punching a star-shaped void toward him and leaving him choking as his mount drops, though the terror of it only delights him. New Order, her Quirk, rewrites how any object she names behaves and interacts with the world. Her jets close in with a ring of lasers, and "Tomura" catches them with Reflect before scattering them back, one intercepted by Star after she makes the beams grabbable. He regenerates the hole burned through his torso, notices the vacuum has lapsed, and files it away as a limit.

Piece by piece, he takes her apart analytically. She can only hold two rules at once, and one is permanently spent on herself, granting strength and speed modeled on All Might, the hero who saved her family from bank robbers while studying abroad and gave a young girl something to become. There is a ceiling on the raw power she can grant a body, or his punch would have ended her. Rules only stick to what she touches herself. And her perception of a target must match how the target identifies itself, which is why her ruling, that the heart of Tomura Shigaraki stops the instant he shifts an inch, fails outright: the thing wearing that body no longer knows what it is. Objects, having no self, are far easier prey.

Cornered by his own theorizing, she has Ethan request special authority from Commander Agpar for a method Japan does not possess, then asks her squad for somewhere to stand. She grasps the air and builds a hardened replica of herself a thousand times her size. It mirrors her into Fist Bump to the Earth, swats "Tomura" across the sky, then claps him between its palms while the pilots pour lasers into its hands. The beams condense into Keraunos, a lance driven through the villain, though it only stalls his regeneration rather than ending him. Agpar warns that this call will cost her far more than a hero license; she takes the risk and asks whether it is ready. He gives the word and tells her to go beyond All Might. Behind her, a swarm of missiles marked Tiamat streaks into position.

All For One reveals that taking One For All is merely an intermediate step toward a larger ambition, and names Star and Stripe as the biggest obstacle to it.

Spinner is pushed toward becoming the figurehead of the heteromorph wing of the Paranormal Liberation Front, with Skeptic manufacturing the propaganda behind it.

"Tomura Shigaraki" versus Star and Stripe begins, with New Order's mechanics and its limitations demonstrated and then deduced by the villain.

Star and Stripe requests special authority from Commander Agpar, and the Tiamat missiles arrive to set up the finishing blow.
