Episode 38

Tomura wants the newcomers thrown out, one of them rude in his eyes and the other a spoiled brat, but Kurogiri insists Giran brought them to join and asks that they at least be introduced. The girl is a fugitive wanted in connection with several deaths; she gives her name as Himiko Toga and says she wants to become like the Hero Killer. The man has committed nothing flashy but holds to Stain's creed, offers only the alias Dabi, and says his real name comes when the time is right. When Dabi pledges himself to Stain's will, Tomura snaps at how fixated everyone has become and attacks both recruits, and Kurogiri warps the fight apart. Told the League needs numbers now that Stain has put them in the spotlight, Tomura storms out; Giran calls him too young, and Kurogiri asks the guests to wait for an answer.

At U.A., students bracing for failure fear missing the summer camp. Shota informs them everyone is going regardless, admits the faculty deliberately left a window to win, and calls the whole arrangement a rational deception, which does not go down well.

Poring over the camp brochure, the class decides it needs supplies, and Toru proposes a group trip. At Kiyashi Ward Shopping Mall they are recognized from the Sports Festival almost immediately and agree to split up for three hours. Ochaco, still rattled by Yuga's question, bolts, leaving Izuku alone. A stranger approaches him and, looking up, Izuku finds himself face to face with Tomura Shigaraki.

Tomura sits with a hand around Izuku's neck, promising to kill him and everyone nearby if he resists. He came for one answer: what separates him from Stain, who also destroyed whatever he disliked yet took all the attention Tomura wants for himself. Izuku says he never agreed with the Hero Killer but could at least understand him, because All Might shaped them both, and that Stain never abandoned his conviction the way Tomura did at the U.S.J.

The reply delights him. Smiling, Tomura decides he hates Izuku and Stain for the same reason, their connection to All Might, and thanks him while tightening his grip. Ochaco arrives and Tomura, having what he came for and wanting no commotion, plays the fan and prepares to leave; Izuku names him aloud and asks what All For One intends, receiving only that Tomura does not know. Walking back to the hideout, Tomura settles on crushing All Might through Stain's ideology as his own conviction. Ochaco reports it, the mall is cleared, no hero or officer finds him, and Izuku gives his statement to Detective Tsukauchi.

Outside the station, Izuku asks All Might whether there are times the top hero cannot save everyone. All Might says such times come every day, which is precisely why he keeps his feet and keeps smiling, so the Symbol of Peace still burns in people's hearts. Inko collects her son while All Might and Tsukauchi agree that U.A. students may now be targets and that All For One must be captured properly this time. The first semester closes and vacation begins. Elsewhere, All For One informs his doctor that Tomura's development pleases him and that he intends to groom the boy as his replacement.

Covers Chapters 68 and 69 plus the first pages of Chapter 70, closing out the second season. Naomasa and Sansa's arrival to collect Izuku is cut, as is Ochaco phoning the police and the explanation of the special task force formed against the League. The mall is already emptied here rather than in the middle of being cleared, Tenya and Denki no longer rush over to check on him, replaced by a shot of the class in the background, and the conversation with All Might, Tsukauchi, and Inko is relocated to an alleyway. Aizawa's announcement that the camp location has changed is held back and delivered in the third season premiere instead, the hallway moment where Izuku passes Shinso and Aizawa is dropped, and a post-credits scene pairing All For One with his doctor is added.
