Summary

Izuku dreams of the beach promise, wakes disoriented in Heights Alliance, and joins his classmates at the sinks and then at breakfast, still adjusting to dorm life.

Homeroom sets the next hurdle: provisional licenses, an exam roughly half the candidates fail, which is why the summer goes into building ultimate moves. Midnight, Cementoss and Ectoplasm arrive to press the point, and the students change into costume and head for Gym Gamma.

Shota drops the gym's other name, Training Dining Land, to general confusion. Cementoss explains that he designed it, reshaping the concrete floor with his Quirk to serve any environment or scenario, so it caters to each student like a menu. Tenya asks why signature techniques matter for the exam at all; Shota answers that the test probes many sides of heroism, and Midnight underlines combat ability as central. Ectoplasm cites Tenya's Recipro Burst as a qualifying example, delighting him.

The class will spend the summer refining these techniques and thinking about costume upgrades. Training against Ectoplasm clones begins. Mashirao is told his tail work is exactly what an opponent would predict. Mina's acid jet dies within a few feet until a clone suggests shaping a nozzle with her fingers to raise the velocity. Momo is challenged to produce two objects at once and does it without strain. Izuku admits he cannot see what an ultimate move would even look like when his arms break if he pushes, and his clone tells him to simply work on the Quirk today.

All Might turns up at the entrance with nothing better to do and spots the problem immediately. Katsuki blows his clone apart and demands another while Ochaco practices levitating herself, Rikido fuels up on cake, and Toru watches the display. All Might tells Izuku the imitation is too literal, then drifts off to advise Eijiro.

Izuku goes to the Development Studio for an upgrade, with Tenya wanting better radiator cooling and Ochaco something to blunt her nausea. An explosion throws Izuku down and Mei Hatsume lands on top of him, to his and Ochaco's mortification. She apologizes, greets them without recalling their names, and Tenya bitterly reminds her she used him as a walking advertisement at the Sports Festival. Talk of upgrades thrills her. Power Loader waves them inside, where Mei stuffs Izuku into a powered suit whose limits are misprogrammed, twisting him around. She then bolts arm engines onto Tenya and rockets him into the ceiling, arguing that arms can carry him while the engines in his legs cool off. The absurdity lands: if his arms are the fragile part, Izuku can fight with his legs. Power Loader apologizes for her self-absorption while praising her as an engineer worth knowing later, and that praise for unconventional thinking pushes Izuku further. Ochaco raises her own request just before Mei detonates something else.

Four days on, Minoru suggests Izuku could have restyled the costume; Izuku declines to alter the base much, since his mother designed it. Back at Gym Gamma, Fumikage demonstrates Dark Shadow wrapped around him as armor to cover his close-range weakness, and Katsuki unveils AP Shot, concentrating his blast into a narrow point that punches through thick concrete. Debris from that wall falls toward All Might. Before the warnings finish, Izuku shatters it with a single Full Cowl kick and names the technique Full Cowl - Shoot Style, leaving Katsuki and Shota staring and All Might smiling.
