Izuku suspects the scenario draws on the Kamino Incident, and Tenya notes how many people were hurt while their own group was preoccupied with retrieving Katsuki.

Hanta lets slip to Denki and Minoru that Izuku faced Camie while she was naked, and the pair mob him without letting him explain. Camie waving in his direction only deepens their suspicion. The Shiketsu delegation interrupts. Nagamasa Mora apologizes for Seiji's conduct and asks after Katsuki's fight with him, hoping to build goodwill between the schools. Puzzled by the glare he received earlier, Shoto asks Inasa outright what the problem is. Inasa tells him plainly that Endeavor and Shoto alike disgust him, granting that Shoto has changed but insisting his eyes still hold the same cold nothing as his father's.

Momo shuts down the harassment. Ochaco, watching Camie leave, wrestles with feelings for Izuku she cannot name and tries to speak to him just as the exercise begins. The premise: a terrorist attack has flattened the city, road damage has delayed first responders, and the heroes must save whoever they can.

Izuku finds an injured boy crying alone and opens with an observation about how bad the situation looks. The boy scolds him and docks points on the spot, since comfort comes before commentary. Introducing himself as Gale Force, Inasa floats trapped civilians clear with his wind, impressing an examiner dressed as an infant who deducts points anyway for sloppiness. Nagamasa reminds him to assess the injured before moving them. From the stands, Seiji criticizes Inasa's impatience and is told by the man beside him to examine his own failure instead, and that Stain's influence on his thinking about heroes runs deep.

Hanta measures how far second-year experience outruns his own. Momo halts Ochaco from floating unbalanced debris, and the group shores it up before the extraction. The staffer underneath judges Class 1-A competent but inefficient: they need division of labor and fewer solo efforts. The class splits accordingly, with Shoto, Tsuyu, and Toru to the river, Koji leading Mina, Mashirao, and Fumikage to the mountains, Tenya, Minoru, and Mezo sweeping onward, and Yuga lighting dark passages. Tenya urges cooperation with rival schools. Katsuki tells two mountain casualties to save themselves, and they call his tone unacceptable even if his triage is right, leaving Eijiro to carry them.

Gang Orca confirms with Yokumiru that things are going smoothly, then invades. The students must now suppress him and his men while continuing the rescue. Shota admits the scenario would tax working professionals, and the number ten hero poses the question: protect, or fight?

The final phase begins, with the Help Us Company scoring examinees on how efficiently they run a rescue rather than on combat.
