Three weeks earlier, the Hero Public Safety Commission had settled on cooperation as the exam's focus, reasoning that no single figure can replace the charisma All Might's absence removed. In the present, Gang Orca and his stand-in villains hit the arena, and Yokumiru explains that the second phase scores demerits rather than achievements.

Yo Shindo takes the first wave alone, stalling it with tremors so Izuku can clear the aid station. Gang Orca ambushes him, paralyzing him with an ultrasonic burst from Orcinus, and is about to reach the evacuees when Shoto stops him with a wave of ice. Mashirao, Mina, Fumikage, and others arrive to help move people. Gang Orca shreds the ice with sound while his frozen subordinates stay pinned, and Inasa blows the villains away with his wind. The two immediately bristle at each other. Proctors approve of the priority given to the aid station and agree these two are the right pair for the fight.

Shoto tells Inasa to handle evacuation; Inasa refuses. Their attacks fire simultaneously, cancel out, and miss. Inasa accuses Endeavor's son of grandstanding, Shoto argues back, and the distraction earns him a hit from a sidekick's cement gun. Gang Orca calls the bickering outrageous and his men open up. Inasa lays out his complaint: heroism should run hot, and the Todoroki family runs on hatred instead. Endeavor once brushed off his autograph request, and Shoto did the same at the recommendation entrance exam.

Trying to focus, Shoto finds that reuniting with his mother did not empty him of resentment. The proctors watch two top prospects make poor choices. Another simultaneous miss nearly kills Yo, and Izuku pulls him clear before demanding to know what on earth his friend is playing at.

Inasa recalls a childhood without dislikes, insects included, until Endeavor. At the recommendation exam he narrowly outran Shoto, offered friendship, and was rebuffed exactly as the father had rebuffed him. He describes both sets of eyes as fixed on something they hate. Shoto finally places him and understands why he could not: he never bothered to look. His past, he realizes, will not stay buried.

Gang Orca closes, catches Inasa mid-dodge, then seizes Shoto and paralyzes him. The long-range hit leaves Inasa immobile rather than helpless. As the sidekicks move on the evacuation, Inasa admits his hatred has made him the hero he despises, and Shoto accepts that his own history put him here. Yo recovers, explaining that his brain is conditioned to shaking, which blunted the earlier attack; he had intended to spring that on Gang Orca before the first-years intervened. Betting that Inasa has reached the same conclusion, Shoto unleashes his flames at full strength, Inasa feeds them with wind, and Gang Orca is caught in a spiral of fire.

The hero grants the technique is good and commends the pair for trying to atone, but says it does not excuse their foolishness. His sidekicks strike the grounded Shoto, who defends with ice since he cannot move, until Izuku and Mashirao intervene. Mashirao confirms the injured are clear. Nagamasa, Fumikage, Mina, and Tsuyu arrive to suppress the villains. Gang Orca cools himself with water, blows the twister apart, and asks what comes next, warning that a hand played needs a follow-up. Izuku's kick nearly cracks his guard before Denki and Eijiro recover the last H.U.C. staff and end the test. Gang Orca privately concedes that a longer fight might have gone against him. Everyone gathers at the results board, where Izuku hunts for his own name.

Gang Orca invades the exam as the villain element, paralyzing Yo Shindo and forcing the examinees to defend the first aid station.

Shoto and Inasa repeatedly cancel each other's attacks, endangering Yo and drawing open criticism from the proctors.

Inasa reveals the origin of his grudge: Endeavor refused him an autograph, and Shoto refused his friendship at the recommendation entrance exam.

The two set the feud aside to combine fire and wind into a spiral prison around Gang Orca, who escapes it by cooling himself and dispersing it with sound before the exercise ends.

The adaptation adds a reaction from Fumikage's group as they realize the first aid station is under attack.

The recommendation entrance exam appears here in flashback, establishing that Inasa and Shoto have crossed paths before the license exam.
