Yokumiru Mera posts the outcome and explains the demerit scoring once more. Most of Class 1-A find their names, Izuku included. The two who do not are Katsuki and Shoto, the class's top pair. Inasa also misses, and he apologizes to Shoto by driving his own head into the ground, since his conduct cost them both.

Their classmates are stunned. Minoru starts to gloat and Tenya shuts him down. Commission staff distribute performance breakdowns. Those who passed are told their licenses permit hero work in emergencies; those who failed are offered a three-month remedial course as a second route. Izuku receives the physical card and weeps, treating it as evidence of how far he has come.

Ms. Joke says her goodbyes to Shota and floats the idea of joint training between their classes. As Shiketsu leaves, Inasa promises to meet Shoto again at the remedial course, then repeats that his dislike stands and offers an apology for that too. Izuku raises Camie's vanishing technique with Nagamasa and is told Shiketsu trains nothing of the sort, and that she left early feeling unwell.

In a quiet alley, Camie's face dissolves. Himiko Toga has worn it throughout, hunting Izuku's blood. Mr. Compress phones to remind her about check-ups. She reports having had a wonderful time and expects her prize to please Tomura.

Hours earlier, All Might had visited Tartarus. All For One taunts him about retirement and about being the one caged. Asked where Tomura is and what he wants, the villain says no answer will ever satisfy him. He wants to reign as evil's king exactly as All Might wanted to embody peace, and he chose Tomura as heir because the number one hero took everything from him. Society, he predicts, is already unsettled by the retirement; villains will surge, turn on each other over the spoils, and the heroes will collapse. All Might refuses the vision and refuses to die by Tomura's hand. Leaving with Naomasa, he receives Izuku's photo of the new license.

That night, with classes resuming tomorrow and the dorms winding down, Katsuki tells Izuku to meet him outside. Once the building sleeps he leads him to Ground Beta, the site of their first combat training. He has assembled it: All For One and All Might both possess a means of handing Quirks along, Izuku already conceded the power came from elsewhere, and his reaction to All Might's final message after Kamino settles the rest. Izuku does not deny being the successor, having expected the confrontation since the dorm exchange. Knowing All Might chose Izuku over him, Katsuki proposes they fight.

Katsuki, Shoto, and Inasa fail the Provisional Hero License Exam and are offered a three-month remedial course as an alternative path to licensure.

Camie Utsushimi is revealed to have been Himiko Toga in disguise the entire exam, her goal being Izuku's blood.

All Might confronts All For One at Tartarus, where the villain lays out his prediction that villainy will surge and heroes will fracture in the wake of the retirement.

Katsuki deduces that Izuku inherited All Might's Quirk and challenges him to a fight at Ground Beta.

The episode pulls from the tail of chapter 113, all of chapter 114, part of chapter 115, all of chapter 116, and the opening of chapter 117, moving between Takoba National Stadium, Tartarus, and U.A. High School.

Reactions and flashbacks are added to Yokumiru's address to the examinees, and Tenya stops Minoru a second time while he ranks the class to Shoto.

The car ride discussion involving Naomasa and All Might is omitted from the adaptation.
