Police Force

The Police Force is the law-enforcement body responsible for detaining and incarcerating the villains that Pro Heroes have already subdued. When Quirks first surfaced, the organization refused to recruit officers who had them, on the reasoning that superpowers in a badge's hands amounted to weapons. Heroes emerged to fill that gap instead, working under ethical rules and formal licensing.

What remains for the police is arrest, imprisonment, general support, and low-level crime. Anything without a Quirk attached stays entirely theirs, since it falls outside hero jurisdiction, and heroes are obliged to hand ordinary criminals over rather than handle them. Interrogating suspects and prisoners in custody is also their work.

After the U.S.J. Incident, officers took Nomu and several dozen criminals into custody, then debriefed the U.A. students before releasing them back to school. Detective Naomasa Tsukauchi opened the investigation into the League of Villains that established Nomu as an artificially enhanced human carrying several Quirks granted through All For One's power.

Chief Kenji Tsuragamae paid a hospital visit in Hosu to the three students who had actually beaten the Hero Killer, Stain: Shoto Todoroki, Tenya Ida, and Izuku Midoriya. He reminded them that unlicensed Quirk use in combat is a crime. He waived the punishment on the condition that Endeavor be credited with Stain's defeat, then thanked the students for ending the Hero Killer's scourge.

Naomasa and the force later joined the top Pro Heroes in forming the Hideout Raid Team, tasked with recovering Katsuki Bakugo and arresting Tomura Shigaraki and his followers. Within days they had put names to five of them: Kenji Hikiishi, Shuichi Iguchi, Himiko Toga, Jin Bubaigawara, and Atsuhiro Sako. The League slipped away once All For One intervened with Nomu, but All Might brought him down and the police delivered him to Tartarus prison.

Standard kit covers firearms, handcuffs, and armored vehicles, backed by access to the government Quirk registry so suspects can be matched to their abilities. Dangerous Quirks demand more. Metal vests lock around a villain's body and carry cords for towing them along without resistance, portable Iron Maiden chambers move the worst offenders, iron blocks encase the hands of Emitter types, and chair restraints come fitted with mouth covers and earmuffs when a prisoner must not speak or hear.

A Commissioner General sits at the top of the organization. Kenji Tsuragamae serves as chief in Hosu City and is the most visible officer in the series, personally handling the fallout of the Stain case with the U.A. students involved.

Naomasa Tsukauchi is the force's key detective, running the League of Villains investigation and working directly alongside All Might and the leading heroes. The Police Force has been present since Chapter 1 and Episode 1, and remains active throughout the story, from the Kamino Incident and the Shie Hassaikai Raid to the Paranormal Liberation War and the Final War.
