Chapter 109

Yokumiru Mera lays out the second round: rescue work across the wrecked arena, measured by how well each examinee handles an operation. The victims are anything but helpless, being seniors and children of the Help Us Company who hold provisional licenses and have trained extensively in rescue. Scattered through the site playing the injured, they score every candidate on a point system, and anyone above the average line advances. A ten-minute break follows.

Izuku Midoriya and Tenya Ida recognize the Kamino Incident in the scenario's design. Hanta Sero passes along to Minoru Mineta and Denki Kaminari the news that Camie Utsushimi was seen naked, and the pair round on Izuku furiously until he untangles the misunderstanding and explains that her Quirk required it. Shiketsu High School students then approach Class 1-A, and a hairy one greets Katsuki Bakugo and asks whether Seiji Shishikura crossed his path. Told that he did, he apologizes for the rudeness, insists that Seiji, in his own clumsy fashion, meant it as an attempt to impress them, and states that his school harbors no hostility and would rather build goodwill. Since the mood is friendly, Shoto Todoroki asks Inasa Yoarashi what he did to offend him. Inasa is blunt: he hates Shoto and he hates Endeavor, and Shoto carries his father's eyes. He rejoins his classmates, leaving Shoto to sit with that. Camie says goodbye to Izuku, who nods back, and the exchange sets Ochaco Uraraka's heart hammering in a way she can no longer ignore.

Before she can speak, the round starts. The broadcast describes mass destruction, huge casualty numbers, roads too damaged for emergency crews, and heroes solely responsible until help arrives. The hundred pour out. Mina Ashido, Minoru Mineta, Tenya, and Ochaco head with Izuku for the nearest affected urban zone, where they find a sobbing child screaming that his grandfather is trapped. Izuku fumbles the comforting so badly that the boy docks his points and tells him to check breathing and mobility, unimpressed. Bleeding, the child explains that a license demands instant assessment and instant action, and the realization that HUC does the scoring overwhelms Izuku. Around them, others map hazards, clear paths, mark landing zones, and stand up aid stations.

Aizawa predicts from the stands that his class will lag here. The boy continues: relief and rescue both fall on the hero, who must move smoothly and coordinate everything, which means being good at a great many things. He questions whether Izuku can withstand a victim's fear and pain, given how poorly he started. The lecture calls All Might to Izuku's mind, the man who announces that everything is fine because he has arrived. Refocused, Izuku sees the exam not as a checkpoint but as the pursuit itself.

He tells the child it will be all right, and the boy slips back into character while Izuku promises to save his grandfather, checks him over, and tells Tenya and Ochaco he is taking him to first aid. Full Cowl carries him off. Watching, Ochaco names her feelings honestly and decides to seal them away, since what made him admirable was his refusal to stop short of his goal, and matching that requires the same focus. She hardens and moves. Mera notes that ordinary methods will not survive this round, and someone steps onto the disaster site.

Nagamasa Mora apologizes to Katsuki on Seiji's behalf, and Inasa tells Shoto that he dislikes him because he shares Endeavor's eyes.

The second exam begins, with the examinees scattering across the ruins to perform rescues scored by Help Us Company members.

A child playing a victim dresses Izuku down for his poor first response, pushing him to recall All Might's example.

Ochaco acknowledges her feelings for Izuku and chooses to suppress them so she can match his determination.

Gang Orca arrives at the disaster site.

The nineteen-page chapter ran in issue 44 of 2016 on October 3, 2016, opening volume 13 material within the Provisional Hero License Exam arc, with Momo, Mezo, Denki, Kyoka, Toru, and Minoru sharing the cover.

Episode 57 adapts it. Extend-o-Hair debuts, and Explosive Speed and One For All: Full Cowl are among the moves shown. Gang Orca makes his first appearance in the final panel.
