Chapter 115

A fortnight after the clash at Kamino, Yokohama, and the retirement that followed it, a man watches ordinary life continue on a street in Kanagawa Prefecture. He holds that knowing yourself matters more than anything else, and the untroubled expressions around him grate on him. A voice inside his skull argues the point. Since All For One and All Might settled things between them, broadcast and online chatter has been dominated by unease, and his own television carries Daikaku Miyagi discussing what the retirement means and what safeguards should follow.

To the man, all that anxiety funnels toward a single person: Endeavor, elevated to Number One by default. Enji Todoroki's manner makes him impossible for the public to warm to, and coarse is the word everyone reaches for. The man dismisses him as an ordinary person cosplaying as something greater, holding a rank he did nothing to earn. Miyagi, meanwhile, cites Endeavor's high case-resolution numbers and concedes that his temper alienates most viewers, leaving a support base skewed toward men between twenty and forty, before suggesting the country focus on what he can actually deliver. The man shuts the set off and heads out.

Walking, he insists the real problem is failing spirit rather than failing strength, while the voice inside argues that strength is the whole story, and he tells it to shut up. A robbery unfolds nearby and he simply watches. Yellow hauls off a service counter, a Hero tries to intervene, and a second criminal cracks him over the head with a crowbar. The counter goes into a waiting truck, and the crew announces itself as Team Reservoir Dogs. To the man, this is the pattern now: with All Might gone, villain numbers are climbing and petty crooks are organizing into deliberate little outfits that keep getting more visible.

His phone rings. On the line is Giran, the broker Kagero Okuta, and the two trade pleasantries. Business is booming for Giran, with black market activity revived and orders for suits and gear doubled, a resurgence he credits to the League of Villains. He then relays an order from Tomura Shigaraki: the League is to gather. The man has no knowledge of this, but the voice in his head does, and he begins to come apart, contradicting himself mid-sentence. Giran tells him the gathering is coming and to avoid doing anything reckless before then, and the call ends.

Since the battle with All For One, the League has scattered. The dispersal serves two purposes, hiding from investigators and recruiting like-minded people to grow the organization. In one alley, Dabi sizes up a group of thugs, decides they are garbage, and reduces them to ash with his flames. Elsewhere the man is literally splitting apart until he fixes a mask over his face, which holds him together as one. He is Jin Bubaigawara, known as Twice.

Twice lays out his Quirk and his history. Double turns one into two. He once copied himself repeatedly until he had assembled an entire crew of himself and handed off everything he did not want to do. The copies then began insisting they were the original, the dispute escalated into a brawl, and he took a head wound that scarred his forehead. The chaos ran for nine days before the clones wiped each other out and vanished, and to this day he cannot be certain he is the genuine article. Being a maniac left him without anywhere to belong until the League took him in, and he is content with himself so long as he stays useful to them.

Turning back to the robbery, Twice finds the Reservoir Dogs already beaten, not by Heroes but by a rival crew. Their leader, Overhaul, calls the defeated thugs diseased and insists disease demands a cure. His subordinate notes the money is secured and pushes to leave before Heroes show, and Overhaul remarks that sick people fill his view wherever he looks. Twice observes that these maniacs have carved out a place of their own, and wonders what he should do, concluding once more that with both Heroes and villains changing shape, understanding who you are is what counts.

While Class 1-A sits the licensing exam, the scene moves to the sealed prison buried underground. All For One asks his visitor what he is after. The visitor is All Might, and he says he has come to settle things.

Twice surveys the post-retirement mood of the country, including the public's discomfort with Endeavor as the new Number One Hero.

Giran informs Twice that Tomura Shigaraki wants the scattered League of Villains reassembled.

Twice's backstory is revealed, including the clone war that scarred him and left him unsure whether he is the original.

A new criminal group led by Kai Chisaki, called Overhaul, wipes out Team Reservoir Dogs and catches Twice's interest.

All Might arrives at Tartarus to confront All For One.

Titled Unleashed, the chapter runs seventeen pages and appeared in issue 50 of 2016 on November 14, 2016. It is collected in Volume 13 within the Provisional Hero License Exam arc, placed between Chapter 114 and Chapter 116.

Jin Bubaigawara and Daikaku Miyagi appear on the cover. Shin Nemoto, Rikiya Katsukame, Chronostasis, Overhaul, and Team Reservoir Dogs all make their first appearance here. The anime splits the material across Episode 60 and Episode 62.

This is the first chapter in which Izuku Midoriya does not appear at all. Kohei Horikoshi's author's comment notes that he switched his studio to warm light bulbs and finds the effect calming.
