Chapter 164

Walking toward the grounds, Inasa Yoarashi opens with a question about favorite foods, learns that Shoto Todoroki prefers his soba cold while he likes it warm, and declares his intent to become best friends. Shoto counters that forcing a friendship helps nobody. Katsuki Bakugo watches the exchange and finds it beneath contempt. The U.A. and Shiketsu students file into the gymnasium set aside for integrated athletics.

Yokumiru Mera greets them and mentions an addition to the course. Toshinori Yagi climbs to the back row of the bleachers with Present Mic and Endeavor, since he has no wish to draw a crowd. Endeavor bellows fatherly encouragement at his son, who ignores it. The new number one hero's presence startles the students, though Inasa is the one most fixated on him, and when the room realizes All Might is also there, cheering breaks out.

While Mera works to quiet everyone, Camie Utsushimi introduces herself. Mera explains that although the Provisional Hero License Exam lists her as a participant, she retains no memory of it and joined the course hoping to recover what she lost. Camie thanks him warmly. In the stands, Seiji Shishikura and his teacher discuss the version of Camie who sat the exam. Suspicion took a while to form, but between her own account of being absent, narcotics testing, and witness statements, Shiketsu concluded the League of Villains had substituted someone in her place. Seiji faults himself for missing it.

Gang Orca arrives, brands the dropouts worthless for flunking so easy an exam, and silences the room instantly. He has been unimpressed by all of them, and singles out Katsuki, Shoto, and Inasa as needing particular attention. Their raw power is not in question, he says. What held them back was Katsuki's contempt for others and the refusal of Shoto and Inasa to cooperate during the exam, and the missing ingredient is heart. So he sets a trial that demands connection rather than force.

Children pour into the gymnasium. They come from Masegaki Primary School, Gang Orca explains, and the assignment is to win them over by talking rather than overpowering. The kids launch straight into their antics, which grates on Katsuki, while Shoto's attempt to explain his emergency first aid bracers falls flat and Inasa's attention drifts to Endeavor. Camie takes the boys easily thanks to her looks and a real fondness for children, though the girls freeze her out in jealousy. Their teacher, Komari Ikoma, apologizes for the chaos and calls her class a collection of problem children. Gang Orca remains confident the four can turn things around, provided they work together. Katsuki is livid at being reduced to a babysitter.

As Present Mic tries to inject some energy into the lesson, Toshinori reminds Endeavor about the conversation he wanted, unsure what to offer a man in his state. Endeavor asks whether he is aware that crime has climbed three percent over the yearly average. He has closed more cases and incidents across his career than anyone alive, and something has become clear to him: the peace All Might spent years building is coming apart. He puts the question directly to the former number one, asking what the Symbol of Peace actually is.

Camie, Inasa, Shoto, and Katsuki start remedial training under Gang Orca, who diagnoses their shared failing as a lack of heart rather than power.

Shiketsu's reasoning is revealed: once the school worked out that Himiko Toga had impersonated Camie during the exam, they let the real Camie take the tests.

The four draw an assignment built on persuasion: win over the difficult children of Masegaki Primary School. Takuto, Tamashiro, Sho, and Komari Ikoma all appear for the first time. Up in the bleachers, Endeavor puts a question to All Might about what the Symbol of Peace truly means.

Number 164 in the run fills 17 pages of the Remedial Course arc and collects into volume 18, reaching Japan on December 25, 2017, in the combined issue 4 and 5 of 2018.
