Chapter 37: Public and Private

Fresh from settling a run of trouble in Okinawa, Toshinori Yagi meets Naomasa in the Might Tower cafeteria and finds the detective wearing a sling with several fractures underneath. The injuries came from a run-in with a villain, and though Naomasa waves it away, Toshinori says he would have come had he known. The detective points out that All Might, the public figure, cannot take jobs for private reasons or single out people to protect, since villains would only turn those people into hostages or bait. Toshinori has no answer to that.

Steering the mood elsewhere, Naomasa asks about the bag Toshinori is carrying. It holds souvenirs from the trip, and Naomasa has brought his own from an Osaka operation, so they swap. The gift turns out to be rose-scented bath salts, which Toshinori figures Naomasa's sister would enjoy, though the detective admits things between them are strained lately.

At home, Naomasa hands Makoto the salts as a nothing gift from a colleague and revives an earlier conversation. She refuses to give up anything about Pop Step and will not have her treated as a criminal. He counters that she was tangentially caught up in the case that hurt him, and that the girl's history of illegal street performances and nighttime vigilante work cannot simply be ignored. Makoto insists Pop wants the whole thing behind her and is working legitimate events now, promising to look after her and to speak up if anything changes. He agrees, unconvinced.

Toshinori learns Naomasa was injured fighting Number 6, and Naomasa lays out why All Might cannot act on personal loyalties. The two exchange souvenirs, and Toshinori's rose bath salts eventually stay with Naomasa rather than reaching Makoto.

Makoto inspects the bag, notes the salts are expensive, decides no cop picks that up on a work trip, spots the brand-new bag stamped with an All Might logo. She asks whether her brother is working alongside anyone out of All Might's Agency. Offended at the interrogation, Naomasa confiscates the salts for himself.

Naomasa and Shota Aizawa later visit the Hotta brothers' shop to question Kirihito Kamachi about his abduction by the Villain Factory. His only complaint is that society discriminates against those who look physically different, which the others treat as overstatement, and the discussion drifts to how pleasant the detective smells.

Meeting Toshinori again the next day, Naomasa gripes that his sister has always bent rules and promises to suit herself and talks her way clear, and that she used those tricks on a police officer. Toshinori suggests she was not dealing with the police at all, but with her older brother. Back at the station, his colleagues notice the scent and ask whether he has met someone, and he tells them to leave him be. The chapter was originally titled "Big Brother" before being renamed for the volume release. It runs 21 pages in Volume 6 of My Hero Academia: Vigilantes by Hideyuki Furuhashi and Betten Court, and is adapted in Episode 16.
