Chapter 70

Ochaco Uraraka's call brings the Police Force to Kiyashi Ward Shopping Mall, which is shut down while officers and local heroes sweep it for Tomura Shigaraki. He is gone. Naomasa Tsukauchi takes Izuku Midoriya in for questioning about what the authorities now label The Hero Incident, an episode that prompts a dedicated task force aimed at the League of Villains.

At the station, Naomasa presses for detail on Tomura and the conversation between them. Nothing Izuku offers is new, but the detective thanks him anyway and commends how steadily he handled himself, since the encounter cost no lives and almost no property.

All Might meets them outside and apologizes for his absence. Turning over what Tomura said, Izuku asks whether there were people his mentor failed to save. Plenty, All Might answers, admitting without drama that he is human and the arithmetic never works out. The Symbol of Peace, he explains, exists to move ordinary people and heroes alike to fill their own roles so that more lives get saved. Inko Midoriya arrives in tears, and her son reassures her.

Once they leave, Naomasa reasons that Tomura will hunt students again, and argues hero schools must get ahead of it. He floats All Might resigning from U.A. High School, which All Might rejects. They agree on one thing: All For One goes down this time.

Back at U.A., Shota Aizawa announces the lodge trip has moved and the location stays secret until departure day. The term ends and vacation starts. On the morning itself, Classes 1-A and 1-B line up for buses; Neito Monoma's attempt to needle 1-A dies under Itsuka Kendo. Aboard, Shota tries explaining the hourly stops while his students ignore him entirely. He lets it go, noting how little time they have left to be careless.

An hour on, the bus halts for a bathroom break, and 1-A notices Class 1-B is nowhere in sight. Two women in cat costumes and a small boy appear. Before they can announce themselves, Izuku rattles off their identity as the Pussycats, which throws them. Mandalay lays out the terms: the mountain base ahead sits in their territory, three hours to reach it, Quirks permitted, and anyone late past 12:30 goes without lunch. The realization lands, they are already there and the camp has begun. A few try to walk off, so Pixie-Bob's Earth Flow opens the ground and drops them into The Beast's Forest. A creature of packed dirt attacks; Koji Koda's Anivoice finds nothing living to command, so Izuku, Shoto Todoroki, Tenya Ida and Katsuki Bakugo demolish the Earth Beast themselves.

Mandalay praises the planning behind the camp, and Shota credits the villain surge for forcing first-years onto the accelerated course normally reserved for second-years, so they can hold their own. He hands the opening stretch to the Pussycats and departs. The heroes head back toward the base while the boy trails along unenthused.

The mall confrontation is designated The Hero Incident, and the Police Force stands up a task force against the League of Villains. All Might tells Izuku he has failed to save people many times, and explains that the Symbol of Peace smiles to light the way for citizens, heroes and villains alike. Naomasa suggests he leave U.A.; All Might refuses, and the two commit to capturing All For One.

The training camp is relocated after Kiyashi Ward, with Eraser Head withholding the destination until departure. Izuku sees Hitoshi Shinso with Eraser Head. The Wild, Wild Pussycats debut and reveal The Beast's Forest as the site, giving both classes three hours to cross it on foot with Quirks allowed.

Kohei Horikoshi's seventieth chapter runs nineteen pages in volume eight, published December 7, 2015 in issue 1, 2016. Part of the Forest Training Camp arc, it sits between chapters 69 and 71. Sansa Tamakawa and Naomasa Tsukauchi share the cover with Ochaco Uraraka, Izuku Midoriya, Denki Kaminari and Tenya Ida.

Pixie-Bob, Mandalay and Kota Izumi debut. The anime splits the adaptation between Episode 38 for the opening pages and Episode 40 for the remainder. Horikoshi's author comment thanks a fan for a felt Tokoyami doll.
