Chapter 9.5 (Vigilantes)

Over a meal, Tetsu warns Rojiya Yonenaga that their yakuza organization now falls under police jurisdiction, meaning they will be handled as criminals. Rojiya shrugs off the villain label. He intends to remain yakuza whatever the era demands, holding that a man's life does not bend with the times, not even with All Might breathing down his neck.

An executive of the Abegawa Tenchu Kai, Rojiya has never once looked drunk since he was young, which is not to say the sake fails to reach him. When it flows, he indulges a peculiar habit: prying a manhole cover out of the street. Taking public property that way is simply what he does when full of drink. The nickname Manhole Rojiya has a second source, though. Across countless clashes with rivals and enemies, he claimed manhole covers as trophies, and he is said to have carved through hundreds of blades and bullets wielding them.

One night at the group's main office in Tokyo's Danto Ward, a lone attacker walks in on the executives and starts throwing knives. That attacker is Stendhal. Tank Tetsu answers by armoring his body in metal, batting the blades aside easily, while Hammer Souji smashes the floor and Barehanded Haruhisa swings, only for Stendhal to slip the attacks and leap into the air. That is exactly the veterans' pattern: force the enemy airborne, corner him, and set up Rojiya's finisher, a manhole discus thrown at what amounts to the speed of sound, a flying guillotine. As Rojiya begins the throw, Stendhal pushes his mask up partway and licks the bloodied bandages on his arm. Every executive in the room seizes up, unable to move.

In that instant, one slash cuts the paralyzed men down. Rojiya's manhole cover clatters uselessly to the floor, bringing more yakuza rushing in. They find their leaders dead and are cut down themselves, Stendhal naming himself the Convictor as he kills them.

Outside, Kuin Hachisuka finds him removing his mask and greets him as Mr. Convict, which he corrects; she already knows the name Stendhal. He explains that Stendhal is a thing beyond the limits of humanity, a persona that cleaves good from evil, and that with the mask off he is only a man devoted to the ideology of heroes, an ideology he refuses to let mix with that persona. Kuin asks for the executives' blood samples she loaned him. He hands them over, and she remarks that the Abegawa Tenchu Kai's benefits package was generous but their medical examination proved fatal. Having helped him with the extermination, she demands he repay her by removing targets of her choosing. Stendhal warns her not to overreach, since judgment will find her soon enough, but agrees for now, since even the lowest filth has some worth. She then shows him photographs of the Instant Villains the vigilantes have been fighting and tells him to eliminate them.

Stendhal slaughters the executives of the Abegawa Tenchu Kai, paralyzing them first by licking the blood on his bandages.

He explains that Stendhal is a persona and that the man beneath the mask serves the ideology of heroes.

Kuin Hachisuka, who supplied the blood samples enabling the attack, calls in the favor and sets him on the Instant Villains.

Hideyuki Furuhashi and Betten Court's bonus chapter attaches to Chapter 9 of My Hero Academia: Vigilantes. It runs 17 pages, belongs to the Stendhal arc, and was collected in Volume 2.

Tetsu, Rojiya Yonenaga, Haruhisa and Soji all debut here. All Might, Akira Iwako, Soga Kugisaki, Rapt Tokage and Moyuru Tochi appear only in pictures.
