Gensui is an aged man crowned with a great length of white hair, part of it spiking upward while the rest falls straight and gathers into two thick, loose ponytails down his back, with a pair of strands loose beside his face and a small goatee below. He tops his head with a pointed kazaori-eboshi-style hat. Red markings and deep wrinkles cover his face, and a scar cuts across one of those marks on his forehead. His samurai-styled garb mixes reddish-pink and purple with plates of iron and gold, and he wears brown trousers tucked into leg bandages above the distinctive sandals of the Amagiri clan.

Vengeance and cruelty define Gensui. He nurses a long grudge against the Tenro clan for driving the Amagiri into exile, and his ruthlessness runs so deep that he was willing to weaponise his own son once the young man rejected his cause. A master of deceit, he convinced his entire village that the Nine-Tails had attacked and that he had died fighting it, steering Yumegakure into blaming Konoha, and Naruto especially, for the ruin and lost lives. He would even join hands with Danzo to advance his aims. Every manipulation served one end: to rally Yumegakure behind the Amagiri through a manufactured tragedy blamed on the Tenro, settling the old score. With the might of the Three Heads and his artificial tailed beasts, he ultimately meant to seize control of the world and remake it as a paradise for his clan.

Sharp-minded and deeply knowledgeable, Gensui showed his cunning by manoeuvring his own village and its leader Enzo into loosing the Three Heads. His ninjutsu is varied: a telekinetic technique lets him move objects beyond his reach and grants him a measure of flight, while his command of sealing arts allows him to blanket an area with tags, negate attacks powerful enough to flatten a village, and even seal or summon anything that crosses one of his seals, up to an enormous explosive tag. His most frightening skill turns others into false tailed beasts, each carrying the full power of the creature it imitates; a seal on the victim's forehead triggers the change and leaves them entirely under his command. He is no slouch in close combat either, slipping free of Ryuka's grip even with a kunai at his throat and locking up a Yumegakure ninja by the arm.
