A shinobi of Konohagakure, Kakoi once headed the Konoha Barrier Team, drawing on Water Release to raise a vast Sensing Barrier that, with assistance from others, let him keep watch over the village. In the anime, when the Third Hokage warned Kakashi that a stranger had been getting past that barrier, Kakoi laid out the possibilities: either a traitor who knew how to avoid tripping it, or an intruder wielding a jutsu strong enough to break through. He produced reports showing the barrier spiking to high alert near the Uchiha district, the clan's self-governed enclave, which prompted Hiruzen to have Kakashi plant a fresh sensing barrier there without tying it back to the Anbu.
Much later, during Pain's assault on Konoha, Kakoi was manning the village's Sensing Water Sphere as the attack broke, and it was he who called up the first responders.
