There is little to Kazabune beyond his trade: he lives on the road, pushing a cart stocked with water balloons and other playthings from one town to the next. That travelling life keeps bringing him into contact with wandering shinobi, and it turns out his balloons hold real value to them.
History
While the search for Tsunade is underway, Jiraiya smashes Kazabune's cart in the course of showing off the Rasengan. He settles the bill using funds lifted from Gantetsu, then snaps up every balloon the merchant has so he can drill Naruto in the same technique.
