Tenzen Daikoku was a crime boss and Land of Water politician who nursed a grudge against Zabuza Momochi for the men he lost during Zabuza's failed coup. Years later he looted Zabuza's legendary blade from the swordsman's grave, only to have it seized by Suigetsu Hōzuki.
Tenzen was a vengeful and grasping figure who let old grudges steer him, hunting Zabuza long after the man had died and settling for plundering his weapon instead. Feared by ordinary people, he was quick to shift blame, trying to pin Zabuza's death on Sasuke rather than confront the intruders in his own hall.
During Zabuza Momochi's attempted coup against Kirigakure, Tenzen lost many of his men to the rogue swordsman's blade and swore revenge. By the time he tracked Zabuza down years later the man was already dead, so Tenzen robbed his grave in the Land of Waves of the Kubikiribōchō, all while serving as an aide to the Land of Water's daimyō and working as a politician.
When Sasuke Uchiha, mistaken for Suigetsu Hōzuki, warned him that someone was coming for the blade, Tenzen sent his men against the real Suigetsu, who cut through them and demanded the sword. His bodyguard swung the weapon and missed, undone by Suigetsu's Hydrification Technique, and was swiftly beaten. Sasuke then entered, and Tenzen's attempt to blame him for Zabuza's death went nowhere; Suigetsu took the sword and toppled the castle's pillars as he left, most likely burying Tenzen in the collapse.
Rather than any combat prowess, Tenzen's strength lay in influence, wielding sway across both the political and criminal spheres and inspiring dread in common folk. He commanded an even larger following than Gatō once did, including the bodyguards who fought in his stead, entrusting Zabuza's stolen blade to the strongest among them.
