Konoha Council

The Konoha Council exists to guide the Hokage in running the Hidden Leaf and to ensure every decision serves the village and its people. Its members carry decades of experience and command a standing nearly equal to the Hokage, earning them the title of Konoha's Highest Will.

Final authority always rests with the Hokage, yet the councillors weigh in with advice meant to keep rulings fair and mindful of every angle. Their sway runs deep, backed by broad support among the village's shinobi, to the point that even the Hokage cannot simply dismiss them. When the Third Hokage died, the choice of his successor fell to the council.

Longtime friends of the Third Hokage, the councillors share much of his outlook but lean harder toward severity, which repeatedly puts them in step with his rival Danzo. Their most fateful stance comes with the Uchiha clan's growing unrest: while the Third pushes for a peaceful resolution, they judge it hopeless and press to remove the threat outright, a path that ends in the Uchiha Clan Downfall. Because Danzo acted without the Hokage's consent, the Third later strips him from the council and dissolves Root. In later years the elders regard the Fifth Hokage as an untested newcomer and clash with her, such as over restricting Naruto Uzumaki, yet they still respect the office and will compromise when the village's welfare is at stake.
