Chapter 19 tours the impoverished Land of Waves through Sakura's eyes while Naruto and Sasuke turn their tree-climbing practice into a stubborn contest, and Tazuna recounts how his family and country lost all hope under Gatō.
With nothing left to gain from more chakra-control drills, Sakura accompanies Tazuna on his errands through the Land of Waves and witnesses firsthand the misery Gatō's stranglehold has inflicted on the region. Back at their training ground, Naruto and Sasuke keep at their attempts to scale the trees, and despite his rough start Naruto is steadily narrowing the gap with his rival.
Rattled by the thought of being overtaken, Sasuke presses Naruto to pass along whatever pointers Sakura had offered. Naruto flatly declines, and the two settle into a rivalry that carries on even at the dinner table with Tazuna and his household. When the old man's grandson Inari grows distressed over the pair's efforts, Tazuna explains how the boy and the wider country came to abandon any belief in their own freedom.
This chapter is part of the Prologue: Land of Waves arc and was collected in Volume 3; Viz released it under the title The Emblem of Courage.
