Turning over their most recent meeting, Sasuke realizes that Itachi's dying gesture repeated that very same tap, paired with an apology for a promise he would never be able to keep.

Rather than seizing Sasuke's eyes as expected, Itachi had chosen a final act of tenderness, and Sasuke now accepts that his brother was, at heart, a good man instead of the villain he had spent years hating.
