Sunglasses permanently hide Brannew's eyes, a trait paired with thick lips, sideburns that sweep upward, and a head of curly dark-green hair. He stands tall with tanned skin. His pre-timeskip look mixes civilian and military elements: a striped blue and white shirt left open at the collar, pink trousers, and epaulets fixed to the shirt as a personalized take on the Marine uniform. At Marineford he instead wore a regulation coat slung over the shoulders. Once two years had passed, he adopted a dark shirt patterned in vivid blue beneath the standard draped coat, and added an earring to each ear.

A devotion to justice and the elimination of wrongdoing drives Brannew. When he first priced Luffy's head he conceded the figure looked steep, yet argued that crushing threats early, before they could grow, justified it. He throws himself into his duties, once combing all of Marineford to locate Sengoku and brief him on the crisis at Impel Down. He also holds the institution itself in high regard, reacting with fury when Luffy rang the Ox Bell as a mocking gesture during one of his reports to assembled officers.

During the Loguetown period, after Captain Nezumi flagged a troubling rookie, Brannew gathered Headquarters' officers and laid out how this newcomer had toppled names like Buggy, Don Krieg, and Arlong despite the East Blue's modest average bounties. He recommended a 30,000,000 berry price on Luffy to snuff him out quickly. He defended Headquarters throughout the Summit War, taking an injury in the fighting and briefly freezing when Little Oars Jr. crashed into the battle.

Afterward he tracked down Sengoku to report on Impel Down, relaying that Magellan survived and that the World Government wanted the Level 6 escapees kept quiet to preserve public confidence. Later he summarized Luffy's brazen return to Marineford, ringing the Ox Bell sixteen times, and read it as a declaration of war. Promoted to commodore by the timeskip, he addressed officers about Doflamingo's resignation, Big Mom and Kaidou's alliance during the Wano events, and the newly formed Cross Guild, unveiling fresh bounties for Buggy, Crocodile, and Mihawk.
