Jean Goen

Goen is a man of average build with brown hair, marked by a prominent z-shaped scar that runs from his right temple down through the eye and across his nose. Light stubble dots his jaw and several of his teeth are missing. He wears the standard ragged black-and-white striped prison uniform, torn at the edges, with chained cuffs locked around his wrists. Two years on, he reappears much bulkier and more muscular, his hair thicker and curly, his beard grown out into triangular sections, and his missing teeth somehow restored.

Like the prison's other inmates, Goen hungers for freedom and seizes any chance to beg a passerby to release him. He keeps himself informed about events inside the walls and knew of Portgas D. Ace's imprisonment, though like most he was unaware of the hidden Level 6 and assumed Ace was held on the fifth floor. When Luffy explained his rescue plan, Goen scoffed at how naive it was, revealing a grounded but resigned outlook.

Little is known of Goen's powers, but his confinement in the great prison, even on its mildest level, marks him as dangerous enough to lock away. At some point he was convicted and sentenced to Level 1 of Impel Down. After parting from Boa Hancock, a wandering Luffy reached Goen's cell, where the prisoner and his cellmates demanded to know how he roamed free and refused to believe he had come from outside. When Luffy asked where Ace was, they laughed off his breakout scheme and told him to fetch the cell keys from the security room. Much later, during the Egghead Arc, Goen and his fellow inmates listened to Vegapunk's worldwide broadcast and puzzled over the scientist referring to Roger as Gol D.
