Standing at about average height, Kadar keeps his sleeves pushed up on a navy-blue suit worn with a black tie, the whole topped by a Marine coat hung loosely across his shoulders. His hair is short, wavy, and pale blond, and he wears what look like rectangular spectacles along with a trim dark beard on his chin. A bracelet rings his left forearm, and a katana hangs at his side.

Little is documented about his character, though he seems to back slavery, or at least to prize the World Nobles' claim to owners over ordinary people, since he orders the Sun Pirates to surrender the captives they had freed. That stance may simply reflect obedience to rules and orders. The anime paints him as a coward as well, showing him pleading for mercy while Fisher Tiger dangles him above the sea.

History

As a rear admiral, Kadar commanded Marines of lower rank, and his katana suggests at least passable skill, yet the ease with which Tiger overcame him implies he was not particularly powerful for his station. Tasked with finding the Sun Pirates and relaying their position, he tracked them down only to have his vessel come under attack. When he insisted that Fisher Tiger hand back every liberated slave, Tiger slammed his head into a wall and pointed out there was no way to tell the former slaves apart from anyone else. Kadar then realized the pirates were striking from beneath the water. News eventually made its way to Vice Admiral Borsalino: the rear admiral's vessel had sunk. He was the first serving rear admiral to be given a name in the manga, setting aside X Drake's special case.
