What stands out first about this advisor is how thoroughly he resembles a seahorse rather than a typical fishman. A coiled orange tail replaces the usual fishtail, ridges trace his spine and the edges of his cheeks, and his snout pushes forward in front of his face. Earlier in life his hair sat shorter and darker, with a scruffier finish and no beard at all.

After a damaged ship delivered a wounded World Noble, Otohime treated the man and went with him to the surface, coming home a week later holding a paper that changed everything. Townsfolk began signing in earnest; when one box filled, the minister produced a bigger one and told her to let her happy tears flow. Then disaster struck. Fire consumed the signature box, a shot killed Otohime, and Hody's lie pinned the murder on a human, gutting the island's hopes. The ministers grieved at her funeral and watched Fukaboshi address the public over a broadcast.

By the time the Straw Hats reached Ryugu Palace, the theft of the Tamatebako's contents had already passed into memory, the culprit never caught, though the minister had quietly armed the chest as insurance. He and his counterpart scolded Neptune for leaving the castle undefended, then relayed an urgent message from Fukaboshi.
