Short in stature and pale of skin, this young man shapes his blonde hair into a pompadour, with brown brows set beneath it. For clothing he favors a relaxed mix: an orange hoodie cut with short sleeves, loose overalls of a tan shade, and sneakers in black whose soles are colored white.

Diners are met with friendliness and an open welcome from Regen, though a streak of mischief sits behind the smile. The pirates drifting through the eatery, Law among them, frighten him with little effort. Counting himself a fan of Sanji is something he takes pride in.

Not long before the concert Uta would give on Elegia, the crew of Straw Hats put in at an island, and there Sanji set up a short-lived restaurant, taking Regen on to help run it. Working the floor, Regen became sure that the markings on Law's hat were wearing away. Raising the point with Law only irritated the pirate, who scared him off, so Regen came back holding a chocolate pen a customer had handed him and presented a plate proposing to ink the spots back in with chocolate, which earned a second irritated dismissal from Law. With Luffy, Zoro, Law, and Kid wrecking the mood through endless arguing, Regen floated the idea of a near-impossible legendary ingredient, which sent the three captains off competing to find the finest one within reach. Working as a cook apprentice, he is taken to hold at least some ability at the stove.
