Ripper is a Marine Commander who leads the 153rd Branch in Shells Town. Once serving under Captain Morgan, he took command of the base after the Straw Hats deposed his tyrannical superior, and he is remembered for kindly letting Luffy and Zoro depart while recruiting Koby.
Ripper is an ordinary-looking man in the standard Marine cap, shirt, and trousers, distinguished mainly by a light green ascot in place of the usual dark blue. Tanned skin, brown hair, a strong jaw, and a brown mustache and beard round out his look.
Following the timeskip he adopted the officer's coat worn by higher ranks. In his earlier years as a young Marine, he went clean-shaven.
Ripper comes across as a dedicated yet reasonable officer. Rather than simply arresting Luffy and Zoro, he politely asked them to leave Shells Town, and he tactfully feigned ignorance of Koby's friendship with the pirates. His willingness to admit Koby into the ranks despite knowing of the boy's history as a pirate marks him as fairly trusting.
As a Marine he carries a gun, though little else has been shown of his combat strength; his rank as a commander gives him authority over the branch's soldiers. After Luffy and Zoro toppled Morgan, Ripper brought a squad to question them at Rika's home. Grateful but bound by duty, he asked the pirates to go, since Marines could not knowingly shelter outlaws, and promised to keep their part out of his report.
Luffy and Zoro agreed without protest, but Koby's longing to enlist made him hesitate, drawing Ripper's suspicion. To clear the matter, Luffy goaded Koby into a fight to fake their lack of bond; Ripper saw through it yet admired the gesture and took Koby on. When Koby saluted the departing crew, Ripper and his men joined in, praising the friendship, then docked the whole unit, himself included, a week of meals for breaking code. He later escorted Morgan toward Garp for court-martial, only for Morgan to slip away, and he kept Rika informed of Koby and Helmeppo's recruitment. After the timeskip he reappears in an officer's coat, dining with Rokkaku and relaying news of Luffy and Zoro's return.
