Chapter 621

Narrated by Jinbe, the flashback opens with a desperate thief seizing a mermaid hostage. Queen Otohime intervenes, dodging gunfire before slapping the robber so hard she fractures her own hand. Learning the man stole to feed ten starving children, she strikes him again, then weeps and apologizes, insisting the royal family shares the blame for his suffering. The crowd is moved to tears as the man vows to reform. Otohime's habit of walking among her people, even disciplining a snot-nosed child for his own good, has made her beloved across the kingdom.

Otohime announces that Ryugu Kingdom will reach for the surface, urging citizens to sign a petition so the kingdom can enter Levely and declare its intent to migrate. The people politely decline, and Jinbe judges the effort hopeless. At the palace she dotes on her four children, vowing to change the future for their sake, while Neptune explains that her inborn Observation Haki forbids her from simply recording speeches. Later, Arlong snatches her petition; Jinbe intervenes and orders it returned, the two clashing until news of Fisher Tiger's return reunites them in joy.

Otohime debuts here, as do her sons Fukaboshi, Ryuboshi, and Manboshi as children and Shirahoshi as a baby already larger than her mother. The narration reveals the Fish-Man District began as an orphanage before corruption set in, scattering its children: Tiger became an adventurer, Jinbe joined the Neptune Army, Arlong turned pirate, and Macro became a slaver. After Tiger freed the Mary Geoise slaves, he gathered them into the Sun Pirates, branding the sun over the World Noble hoof mark. Jinbe was thirty when he joined; Arlong twenty-five.
