Sitting sixteenth overall and first within the Neo Heroes Saga, this arc resets the board after the campaign against the Monster Association. It tracks Saitama's promotion and relocation, Sweet Mask's unsettling change, Fubuki's push to break free of her sister's shadow, and a city-wrecking bout between Saitama and Tatsumaki that ends by exposing the childhood that made the psychic who she is.

Summary

Three A-Class heroes, Forte, Butterfly DX, and Chain'n'toad, drop by to greet a new neighbor and are cowed the moment King answers the door, leaving them to wonder where Saitama has gone. Two days on from the monster war, Saitama rises to A-Class Rank 39 and, with his old home destroyed, moves into a Metal Knight complex fitted with a defense system. Black Sperm and Overgrown Rover, the war's only survivors, tag along in disguise and offer their service, unaware they are trailing him into Association Headquarters.

When the pair register as monsters, the defense turrets open fire. Assuming himself the target, Saitama smashes the robots up through level ten and blames the wreckage on a spontaneous malfunction, backed by King's arrival. Elsewhere a darker-haired, coldly altered Sweet Mask crushes the upstart Soda Pop Boys, plainly having gained something new from the recent war. Reviewing the footage, Metal Knight pegs Saitama as the culprit and judges his strength to rival or exceed an S-Class hero, resolving to watch him.

Introducing himself to his neighbors, Saitama offends Forte into a duel, with the loser stuck minding Black Sperm and Rover. Before it can start, Fubuki plows Forte down with her car and hauls Saitama off, so he foists the two monsters onto Butterfly DX. Fubuki means to interrogate the captured Psykos about her Third Eye, but Tatsumaki has already come to finish the prisoner, brushing the Blizzard Group aside. When Fubuki cannot stop her, Saitama steps in and challenges Tatsumaki himself.

Their brawl tears apart the headquarters and sprawls across cities, sweeping up a gang in one town, a Dragon-level threat in another, and Sonic along the way. Tatsumaki's telekinesis flings Saitama far off, but reopening her old wounds forces her to end it by dropping him into a sealed crevasse. Fubuki disbands her weak subordinates, then confronts her sister on open ground outside A-City, insisting she must win for her own sake. The Blizzard Group rushes in to repay her kindness, and their loyalty makes Fubuki falter at the decisive moment.

Just as Tatsumaki presses the attack, Saitama erupts from underground between the two sisters, having closed the distance beneath the earth, and Tatsumaki collapses from her reopened injuries. The group refuses to strike her while weak, realizing that such a victory would not make them stronger, and Tatsumaki departs. Later, when Saitama asks why she became a hero if she keeps cutting people off, she begins to answer with a single syllable, meaning Blast. A flashback to eighteen years earlier shows a ten-year-old Tatsumaki imprisoned for hiding her powers, watching Blast destroy a many-eyed monster and telling her she must be strong because no one can always save her.
