Eleven, from the Japanese Irevun, is a band of eleven rogue espers infamous for feeding children mind-altering drugs in order to raise an entire army of psychics. Their leader is a powerful esper named Otento. The group exists only within the webcomic, where it is first referenced.
Role
Otento assembled the group at some earlier point, after which they carried out cruel experiments, dosing children to force esper powers into them. Tatsumaki seems bound up with the organization, as she knew its leader personally. When the police mounted an investigation to bring the group in, the whole search party disappeared without a trace.
During the Neo Heroes Uprising Arc, the Hero Association flags Eleven as scheming something dark and hands the task of wiping them out to Tatsumaki, who had already been hunting them and shares a personal history with the group.
