Emerging Power is the 221st online chapter of One-Punch Man, within the Neo Heroes Uprising Arc. The Hero Name Victims Association recruits Saitama, Suiko earns A-Class after wrecking a robot, Suiryu's team is sent to capture Garou, and Saitama and Genos spar before sharing soba.
The Hero Name Victims Association turns up without warning to enlist Saitama as a candidate for an executive role. Elsewhere, Suiko reaches the Hero Association headquarters after one of its scout teams brought her in. On a training field she smashes a giant robot with ease, yet the evaluators rate her only strong enough for A-Class, short of S-Class. They still recognize her promise and expect her to grow considerably with more experience. Her initial letdown quickly gives way to eagerness, and she vows to become a formidable hero and impress Suiryu.
Suiryu, meanwhile, cannot grasp why Garou has been named his squad's capture target, given that Garou is no monster. The one handing out the assignment reminds him that Garou once roamed as the Hero Hunter, assaulting heroes; though he dodged prison as a minor, he still must be brought in. During a sparring bout, Saitama halts his fist just short of Genos's face and asks whether he gathered the data he wanted, and Genos confirms he did. Genos means to ask about Sweet Mask but holds back after spotting an unusual, troubled look on Saitama, trusting that Saitama will speak up in time. The pair head off for soba together, with Genos unaware that Saitama's grave expression only reflects his thoughts about the newly surfaced Hero Name Victims Association and how the balance of power stands to shift dramatically.
The Hero Name Victims Association recruits Saitama as an executive candidate. Suiko destroys a giant robot and is placed at A-Class, then resolves to grow stronger and surprise Suiryu. Suiryu's team is assigned to capture Garou for his past as the Hero Hunter. Saitama and Genos spar so Genos can collect data, then leave to eat soba.

Its cover gathers Saitama alongside the Hero Name Victims Association members, Forte, Chain'n'toad, Black Sperm, and Overgrown Rover.
